Records obtained from the Little Rock School District under the Arkansas Freedom of Information Act reveal that the District is one of Flock's most active users. Flock Safety, one of the fastest growing police surveillance companies in the United States, holds a number of contracts with school districts across the United States. https://sassisouth.org/projects/flock-safety-and-s%E2%80%A6 These contracts are primarily for the placement of automated license plate readers (ALPRs) but Flock is attempting to sell more products to districts. On August 17, 2026 we sent this AFOIA request to LRSD. The LRSD staff attorney's office sent this out to the director of Safety & Security and Computer Information Services. LRSD provided us with a 6,142 page PDF of emails in response to our request. Yesterday evening our Russ Racop saw a post made on the Facebook page of the Pulaski County Circuit & County Clerk. He posted this comment at around 7:26 pm. About an hour ago, Racop received notice that clerk's office posted a response. The Pulaski County Circuit & County Clerk edited their post and changed the image posted, after Racop made his post. Facebook allows all to see if a post is edited and it show when they made edits. The Pulaski County Circuit & County Clerk lied about including the name of the former employee. Their post edit history reveals that they edited their post at 8:52 p.m. and added the former employee's name AFTER Racop called them out at 7:26 p.m. We published a story about that employee and her criminal actions back in 2024. Mercenary LRPD cop Katelyn Marie Waters-Brewer of Benton, AR,  told multiple lies about a homeless Black man that led to to a brutal attack on him by LRPD cop Kyle Dishman on May 15, 2026.  Reports of this incident were circulated on social media but the name of the cops involved were not included.  We made a FOI request for a copy of the incident report and videos. We followed that request up with another for copies of personnel files. This is the narrative from the incident report Waters-Brewer filed. We reviewed all the videos provided by LRPD in response to our FOI request and found that Waters-Brewer lied multiple times about what actually occurred. We uploaded this video to YouTube and posted links on social media platforms. According to a press release emailed to us by the Arkansas State Police, ASP Corporal John M. Parker, 45 of East Camden, while on duty at about 7:30 p.m. on August 21st, had a single vehicle wreck. Parker was intoxicated and was transported to the Drew County Detention Center and charged with Driving While Intoxicated - DWI 1st Drugs and Reckless Driving. Parker has been placed on administrative leave with pay during an investigation by the ASP Office of Professional Standards. Parker has been an ASP Trooper since 2014. The ASP patrol car Parker wrecked at his duplex residence in East Camden from Google map street view (August 2025). Parker was involved in an incident in February 2025. He choked and used his knee to strike a handcuffed Black man.  Apparently Parker got a promotion instead of a suspension or termination.
