Records obtained from the Little Rock School District under the Arkansas Freedom of Information Act reveal that the District is one of Flock's most active users.
Flock Safety, one of the fastest growing police surveillance companies in the United States, holds a number of contracts with school districts across the United States.

These contracts are primarily for the placement of automated license plate readers (ALPRs) but Flock is attempting to sell more products to districts.
On August 17, 2026 we sent this AFOIA request to LRSD.
The LRSD staff attorney's office sent this out to the director of Safety & Security and Computer Information Services.
LRSD provided us with a 6,142 page PDF of emails in response to our request.
One email from Flock to the LRSD Safety & Security Director William El-Amin (the District has Americanized the spelling of his last name) makes that crystal clear.
From the records provided, it appears that LRSD went "live" with Flock in December 2025.
Other email from Flock deal with the exposure of the how Flock cameras are used and how to counter "attacks" a/k/a/, negative news reports, and push-back from citizens about Flock camera deployment and privacy concerns.

In February 2026, a reporter with The 74 contacted Pamela Smith, the LRSD Communications Director about Flock use at schools and how LRSD used Flock in an educational context.

LRSD parents need to call or email the LRSD superintendent Jermall Wright (Jermall.Wright@lrsd.org / 501-447-100) and ask him who is looking at their children and why.
The access by non-district personnel to security cameras in district schools would be a violation of privacy of parents and students under section 444 of the General Education Provisions Act, as amended (Authority: 20 U.S.C. 1232g). This is known as FERPA - The Family Educational Rights and Privacy Act of 1974.
LRSD often cites FERPA exemptions when we send FOI requests for videos from district cameras.
LRSD has only provided one video from a school camera. It was in 2019 when an ICE agent was at Central High obtaining student records. No students were in the office when the recording was made which allowed them to send us the video without violating FERPA.
