LRPD TELLS CITIZENS THEY WON'T SEND AN OFFICER TO RESPOND TO PROPERTY CRIMES

Someone loitering near your home o r steal something out of your garage or carport?  Little Rock Police ain't got time for that says LRPD Chief Kenton Buckner. Back in May,  Chief Buckner told a reporter for KTHV that their agency is down 50 sworn in officers, which is forcing him to move officers around to meet the highest priority safety need. “We had to take COP officers from all three of our patrol divisions to help fill some of those gaps, and those folks are still in those positions,” said Buckner. COP officers are Community Oriented Police, meaning they target niche neighborhoods, helping crime prevention. With low recruitment numbers, now those COP officers are being moved to high priority crimes, like 911 calls and public danger. “We're certainly going to respond to a domestic violence call a lot quicker than we would be for a stolen bike,” said Buckner. TAINTED ABC ENFORCEMENT DIRECTOR TAKES CREDIT FOR WORK OF RUSSELLVILE POLICE DEPARTMENT

A haggard, beat-down and baggy-eyed Boyce Hamlet took credit during a KTHV-11 report on Wednesday for actions taken by the Russellville Police Department in connection with an arrest they made of a man selling alcoholic beverage out of his garage. It's not the first time the ABC has tried to take credit for actions of other law enforcement agencies.  Besides being a cheat and liar, Hamlet can add hypocrite to his resume. Back in April 2015, Hamlet sent out this email about taking credit for others work... INSURANCE DEPARTMENT INVESTIGATOR HAS ISSUES WITH CREDIBILITY AND TRUTHFULNESS.

CURTIS DOYLE BRIGGS, JR. Arkansas Insurance Department Investigator Curtis Briggs has documented issues with honesty and credibility and the agency that employs him as a criminal investigator knows it and does not make criminal suspects aware of that fact.    In Brady v. Maryland (1963), the Supreme Court held that prosecutors have an affirmative duty to disclose all exculpatory evidence to the accused. Subsequent case law expanded Brady's obligations to law enforcement officers and defined exculpatory evidence as any evidence that could be favorable to the accused. Briggs is a Brady Officer . Police officers who have been dishonest are sometimes referred to as "Brady cops." Because of the Brady ruling, prosecutors are required to notify defendants and their attorneys whenever a law enforcement official involved in their case has a sustained record for knowingly lying in an official capacity. PROSECUTOR HAS DOUBLE STANDARD FOR DEALING WITH BOYCE HAMLET

20th Judicial District Prosecuting Attorney Cody Hiland has a double standard for tainted ABC Enforcement Director and former employee Boyce Hamlet and other law enforcement officers that have i ssues with telling the honesty and credibility . In a letter Hiland sent to Mayflower Police Chief Robert Alcon dated Aug. 22, 2014, Prosecuting Attorney Cody Hiland said his office would no longer accept felony case submissions from an officer that had issues with credibility. “When someone withholds what we consider exculpatory, that’s huge in the prosecutorial world,” the letter reads. ABC BOARD AFRAID TO TAKE ACTION AGAINST ERNIE BIGGS

The ABC Board is apparently afraid to enforce the rules and regulations of the ABC and approve the recommendations of ABC Administration Director Bud Roberts and shut down the establishment for two weeks as punishment for violations. Ernie Biggs has long had a notorious reputation for being a place to score illicit substances and is known as a place where underage individuals can slide right in and purchase alcoholic beverages.  That is exactly the reason Roberts took the actions that he did and ordered them to shut down for two weeks. In December 29, 2015 employees at Ernie Biggs allowed a minor to enter the establishment and she was served alcoholic beverages.  Later in the evening, her boyfriend was dragged out the front door by another bouncer and tossed like a sack of garbage onto the sidewalk.   In April 2016 board meeting, Roberts said the club should pay a $2,200 fine and not serve alcohol for two weeks for serving a minor and for a bouncer's rough handling of a 21-year-old

ABC BOARD DECISION OVERTURNED BY JUDGE IN ADMINISTRATIVE APPEAL

A 2013 request to move the infamous* Club Hollywood from 4726 Asher Avenue to a remote wooded location at 5719 Penn Loop Road in Hensley was finally resolved in June 2016, when Judge Tim Fox overturned a decision by the ABC Board to deny the club's request to relocate. Back in March 2013, the club sought to relocate from its long held location on Asher Avenue to a rural location off Woodsen Lateral Road in Pulaski County.   Former ABC Administration Director and outed Ashley Madison dating/cheating website member Michael Langley turned down the club's 2013 request to relocate. This decision initiated a request for an appeal from long time legal representative Stephen Morley. The matter was finally heard by the ABC Board on September 16, 2015 and the ABC Board voted to uphold the decision not to permit the club to relocate. The club filed a Petition for Judicial Review in October 2015 in which they stated the ABC Board made a botched decision on sketchy evidence... After Judge
