Racist LRPD cop Katelyn Marie Waters-Brewer shown lying and instigating an attack on a homeless Black man in LRPD videos




Mercenary LRPD cop Katelyn Marie Waters-Brewer of Benton, AR,  told multiple lies about a homeless Black man that led to to a brutal attack on him by LRPD cop Kyle Dishman on May 15, 2026. 

Reports of this incident were circulated on social media but the name of the cops involved were not included.  We made a FOI request for a copy of the incident report and videos. We followed that request up with another for copies of personnel files.

This is the narrative from the incident report Waters-Brewer filed.

We reviewed all the videos provided by LRPD in response to our FOI request and found that Waters-Brewer lied multiple times about what actually occurred. We uploaded this video to YouTube and posted links on social media platforms.


In the video you see LRPD cop Kyle Dishman arriving and running up to the scene and brutally punches the restrained homeless man while LRPD cop Brad Forrester is sitting on top on him in the face multiple times making an "ump, ump, ump" sound.


Dishman posted these images on his public Facebook page.



Dishman joined LRPD in 2024.


Katelyn Waters-Brewer joined LRPD as a recruit in 2023. According to her personnel file, she was under 21 at the time based on her driver's license (Arkansas has vertical driver's licenses for individuals under 21 years of age).


It appears that she was cautioned or warned about policy violations as reflected in three letters in her personnel file. The letters were redacted because she was not suspended. Two of the letters have the same date.




Waters-Brewer married in Saline County on July 31,  2025 but she did not report that until December 29, 2025.



Take a close look at the document and look at the name of the officiant.


Kyle Hinson is a LRPD cop and like Waters-Brewer, a resident of Saline County.

Henson obtained his ministerial credentials by purchasing an ordination certificate for around $10 from an internet based "church". 



Like Waters-Brewer and Hinson, most all white LRPD cops refuse to live in the safe city of Little Rock due to crime and schools.


Word is that these cops are being investigated. 

They need to be fired and decertified.

***UPDATE - 08/27/26***

A follower remined us of another incident involving the racist cop Katelyn Waters-Brewer.

In August 2024, we were contacted to assist an individual with a AFOIA request and complaint about two LRPD cops.

On August 23, 2024 at approximately 1:49 a.m. her son was driving on Asher to get to a gas station and was observed by two LRPD cops that were chilling in a parking lot off Asher. They pulled up on him at the station and gave him a ticket for "Carless and Prohibited Driving". The same two cops had previously harassed him at car meets in the area. 

The cops were Katelyn Waters and Christopher Brewer. 

The cops told the young Black man he was observed speeding but they didn't have the radar unit on so they were giving him a ticket with that charge because he was "driving without regard to public safety".

The videos LRPD provided show little traffic on the street and absolutely no pedestrians.

Take a look at the actual statute...you will not find "driving without regard to public safety" anywhere in it.


And much to our surprise and that of LRPD, those two cops that had been chilling in a parking off off Asher were involved in a romantic relationship and had not reported that to LRPD.

LRPD cops that are "romantically involved" cannot patrol around the safe city of Little Rock in the same vehicle. And not informing their chain of command about the "romantic relationship" is a policy violation.

We pointed out at that time that Katelyn had a photo posted of her flashing a white power sign. We also reported all this to LRPD. Waters deleted the photo of her flashing the white power sign after we made the complaint to LRPD.





We provided the family with the videos and the young man used those videos and the untruthful actions of the cops to get the prosecutor to drop the charges and have the case dismissed.


Katelyn Waters-Brewer has an established pattern and practice of lying. 

These are only two incidents we know about and we can safely assume that there are others.

The feckless Little Rock mayor needs to order her immediate firing and make sure that LRPD asks CLEST for her to be decertified.

Arkansas State Police Trooper fired

I n June 2023 a teenage female filed a compliant with the Arkansas State Police ("ASP") about Corporal Michael Valentin, an ASP Trooper stationed in Harrison, AR. In her complaint she alleged that Valentin had groomed her and had sexual activities, while on duty,  with her and another minor female. She also alleged he was stalking her.  An internal investigation was opened. Both teenage females were interviewed as was Valentin.  The girls stated that they were acquainted with Valentine because one of them was the stepdaughter of a fellow trooper and Valentin was a frequent customer at the restaurant that the fellow trooper and his wife owned, where both of the girls worked. Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate
