The Arkansas Commission on Law Enforcement Standards and Training ("CLEST") will vote on a request made by North Little Rock Police Department to decertify former NLRPD cop Tommy "Freak" Norman at their April meeting next week.
Norman resigned as internal and criminal investigations were in progress and that is an automatic decertification under CLEST rules.
Our Ean Lee Bordeaux, spearheaded a investigation of Norman that forced NLRPD to open an internal investigation of Norman's questionable and illegal activities. Soon after and not connected to the internal investigation, Norman was arrested for Domestic Violence. Norman resigned a few days after his arrest ending a sketchy 27 year stint at NLRPD.
Bordeaux, on his Corruption Sucks Blog, published a series of articles about "Freak" Norman.
As most corrupt cops do when they are about to get fired, they resign.
In Arkansas that usually keeps any active internal investigation files from the public. That's what Norman thought would happen.
He was dead wrong. Bordeaux made the complaints and provided evidence against Norman. We have all that evidence that NLRPD was using and we have emails from NLRPD and a NLR city attorney in which the evidence was discussed.
Bordeaux received an email from NLRPD this past week that apprised him that decertification of "Freak" Norman was happening.

With Norman out of NLRPD, the internal investigation initiated on Bordeaux's complaint was ended.
NLRPD has refused to charge Norman in connection with his 1993 sexual offense.
In Arkansas, criminal statutes of limitations for sexual offenses vary based on the offense and the victim's age. Generally, there is no time limit (statute of limitations) to initiate criminal prosecution for rape and most sexual offenses committed against a minor, or for first-degree sexual assault.
The age of consent in Arkansas is 16 years old. This means that anyone who engages in sexual activity with a person under 16 years old can be charged with statutory rape. Even if the minor consents to the sexual activity, it is still considered a sex crime.
In Arkansas, statutory rape is a Class Y felony, which carries imprisonment between 10 to 40 years.
