10 things about Officer Tommy Norman that NLRPD and Officer Tommy Norman tried to hide.

 

Since 2019, we made multiple Freedom of Information requests to the North Little Rock Police Department for records in concerning Officer Tommy Norman.

What they sent in response consisted mostly of letters sent in about his "good works" and what a "fine example" of a police officer he was.

It wasn't until we initiated litigation in August and September of 2025 that NLRPD produced records they had previously withheld. Records that shattered the narrative and persona Officer Tommy Norman had created and NLRPD had condoned.

While some of this information was known by the community that Officer Tommy Norman exploited, there were few receipts of it until now.

10 Things NLRPD & Officer Tommy Norman Tried to Hide 

 In 1993, 21 year old Tommy Norman and 16 year old Erika Jones-Rhodes had a child together - Jimmarica Jones. Norman impregnated Jones when she was 15 years old. Under Arkansas laws that act was fourth-degree sexual assault, a Class D felony. Norman denied that Jimmarica was his child until another daughter, Alyssa Norman and Jimmarica, took DNA tests in 2018 confirming that they were related and had the same father. Norman knew that Jimmarica was his daughter, and let her be raised by others from the time she was six year's old until she was 18 years old. Once the DNA test was made and her stepsiblings had confirmation, Norman started exploiting Jimmarica on his social media platforms. 

 

  In 1999, one year after Officer Tommy Norman joined NLRPD, he caught a 15 day suspension for having an intimate relationship with a "Madam" and paying one of her sex workers for sex.

Law enforcement officers patronizing prostitutes is a significant problem that involves abuse of power, as officers violate the same laws they are supposed to enforce. This behavior creates a dangerous power dynamic, erodes trust between police and the community, and can lead to false accusations or coerced guilty pleas from sex workers, ultimately undermining the integrity of the justice system. Such actions also highlight systemic issues like potential overreach in sting operations, the risks of coercion, and a lack of accountability for misconduct. 

 In 2001, Officer Tommy Norman caught a 10 day suspension for paying a woman's bills in exchange for sex. Norman threatened that he would arrest her to try and get her to stop telling folks about their illegal arrangement. He also accused her of selling drug and warned her to "watch her back". Norman also stalked her, calling her place of employment making threats and driving by her home and stopping in the street to intimidate her. Norman would use threats and gaslighting throughout his career at NLPRD to try and stop folks from exposing his corruption.

✦  In 2004, Officer Tommy Norman caught a 20 day suspension for inappropriate behavior with a minor female. Norman made sexually charged comments about her clothing and body. Norman and another NLRPD cop also made threats to the child's mother after she had filed a complaint and called her derogatory names and accused her of using illegal drugs (Norman's modus operandi).Norman threatened to sue the child's mother. The NLRPD internal investigation file revealed that minor children in the community referred to Norman as "Freak Norman" because he "likes young girls". Norman gave out baseball style cards with his personal cellphone number on them to minor females and gave them cash. Several minor witnesses stated Norman also made inappropriate comments to them about their clothing and body that made them feel uncomfortable.

 

 


✦  In December 2004, Officer Tommy Norman received a Corrective Action Personnel Action written reprimand, and no suspension was involved. In the previous 2004-00084 investigation, it was revealed that Norman failed to submit a required form that he was a "courtesy officer" at a NLR apartment complex (getting reduced rent or a free apartment). These "courtesy officer" arrangements, getting free or reduced rent, are illegal under Arkansas Code Annotated § 21-8-304.

  

  In December 2007, Officer Tommy Norman received a Corrective Personnel Action written warning. Because no suspension was involved, details about it are not available. Let your imagination and his disciplinary history give you a clue.
 
 
 
✦   In 2018, NLRPD received fraud complaints about Officer Tommy Norman. They alleged he was soliciting donations and misusing the funds that individuals donated. NLRPD took no action and referred the matter to the FBI.
 
 
 ✦  Officer Tommy Norman's Mission Give, Inc. / Mission Give Foundation was a sketchy organization from it's start. According to records filed with the Arkansas Secretary of State, it was organized in 2016. But when the documents were filed with the Arkansas Secretary of State, that organization was not recognized by the Internal Revenue Service as a charitable organization. That didn't occur until 2018 and in 2019, the IRS revoked it's tax exempt status for failure to comply with reporting requirements. The Arkansas Secretary of State had similar problems with the organization and it's operating status in the state is questionable.  For several years, folks asked Officer Tommy Norman to be transparent about amount of funds raised and how those funds were spent. Norman refused to provide that information to him as he did to the federal government. The website for that organization has been shut down. Norman continues to grift using that fake charity. 

  

In 2019 Officer Tommy Norman and his live in girlfriend, Rosalynd Guiden, applied for a marriage license in Pulaski County Arkansas. They had a wedding ceremony on July 6, 2019. That marriage license was not filed for record until May 9, 2024. It's usually the individual that performed the ceremony that returns the signed marriage license back to the clerk for recording. Filing it after 5 years late had to be a record-setting event at the Pulaski County Clerks Office. Records show that Rosalynd used Guiden in 2023 when she applied to the Arkansas Educator Licensure System for her teacher certification. Norman did not invite or allow any of his children to attend the wedding due to the DNA testing they had done to expose that he got a 15 year old girl pregnant and gave them a half sister back in 1993. Another interesting tidbit about Norman and weddings, he got married back in 1993 three days before his bride gave birth to their son, Thomas M. Norman, Jr.  True to his grifting ways, Norman asked for donations for his wedding and honeymoon.
 
 
✦  In July 2024, Erieyone Young filed a complaint with NLRPD about Officer Tommy Norman. Young alleged that since April 2024, Norman was having sex with her roommate and girlfriend, Ebony Luckey, in exchange for money. Young stated that Norman was stalking her by showing up at her place of employment and threatening to arrest her. Norman told NLRPD internal affairs investigators that he had a "servants heart" and that Young was just jealous because he wasn't "helping" her.
 
 
 
Officer Tommy Norman does not want any of this information to be public. He tried to keep NLRPD from releasing it, by seeking assistance from the Arkansas Attorney General. When that didn't work and the records were released to us, Norman claimed we were posting false, AI generated documents and even hired a firm to make social media posts stating that.


Norman is a sick man. That's why NLRPD had a psychologist explore his family history to see if there was a connection to his manipulative and exploiting behaviors with women. Often, an individual that was the victim of abuse as a child, turns out to be an abuser themselves.

Norman resigned during an internal investigation and that is grounds for decertification of his law enforcement credentials.

 

Norman is not an individual to be honored or revered. 

Norman is an example of a corrupt cop that used his position for personal gain and benefit.

The city of North Little Rock and the North Little Rock Police Department has unclean hands in this debacle. They need to be held accountable as well.

Arkansas State Police Trooper fired

I n June 2023 a teenage female filed a compliant with the Arkansas State Police ("ASP") about Corporal Michael Valentin, an ASP Trooper stationed in Harrison, AR. In her complaint she alleged that Valentin had groomed her and had sexual activities, while on duty,  with her and another minor female. She also alleged he was stalking her.  An internal investigation was opened. Both teenage females were interviewed as was Valentin.  The girls stated that they were acquainted with Valentine because one of them was the stepdaughter of a fellow trooper and Valentin was a frequent customer at the restaurant that the fellow trooper and his wife owned, where both of the girls worked. The fellow state trooper was Jason Hutcheson. And the restaurant was Hutch's Hot Chicken. Jason Hutcheson Valentin even helped out with some construction projects at Hutcheson's restaurant. Arkansas State Police Troopers fired for illicit sexual relationship

  Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. Mark Austin Blackerby (38 and married) of Scott and Trooper Jessica Diane McCord (30 and single) of Conway during their interviews with the State Police Office of Professional Standards ("OPS") in January 2024, were dishonest about the affair according to records provided to us by the ASP. Blackerby and his wife Cassie - a Jacksonville cop Initially, the investigation focused on Blackerby and both Blackerby and McCord denied a sexual relationship even though ASP vehicle tracking systems showed their vehicles parked at secluded locations for hours at at time and his vehicle at her home in Conway multiple times when he was on the clock.
