Meet Raymond Mural Koonce - LRPD's most publicly known undercover cop and tax scofflaw

It's impossible for LRPD to keep it a secret that Raymond Mural Koonce is one of their so called undercover cops.

Koonce makes frequent appearance before the ABC Board to testify about a violation or make comments on a permit application.

We took a photo of him there several years ago.

When LRPD makes a post on Facebook about a Little Rock business that has applied to the Arkansas Alcoholic Beverage Control agency ("ABC") for a permit to sell alcoholic beverages, they list his work phone number on each post. 

There is no ABC requirement that LRPD make any public notice at all, nor is there a state law that requires LRPD to make a notice to the public.

In fact, the ABC and state law requires the business to make a public notice. 


Shame on LRPD for expressing bias towards a legally operating business in the city of Little Rock by urging the public to object to the application.

Sales tax revenue is used by the city to pay for those $10,000 LRPD recruit signing bonuses, take home cars and fuel for all the mercernary LRPD cops, like Koonce, that refuse to live in Little Rock because of crime and schools.

And it's hard to keep it a secret that you are an undercover LRPD cop when you fail to pay your state income taxes when due (by the way, that's  a felony in Arkansas and a violation of LRPD policy) and the Department of Finance & Administration filed liens against you and garnished your wages from employment as an LRPD undercover cop.

We also find it amusing that when Koonce was 18, he was arrested for purchase/possession of alcohol.

Lastly, its hard to keep it a secret that Koonce is an undercover cop when the Little Rock Fraternal Order of Police ("LRFOP") posted a membership roster on their website and listed Koonce as an undercover cop.

Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate

  A video of a part-time Dover, AR city marshal threatening a local business that went viral on social media, resulted in his termination of employment on October 1st.   Here's the video. An "unprofessional" relationship between a Parkview student, Justin Lanier and a teacher Kendahl Davenport was the talk of the town this week  ________ We were contacted by a LRSD employee/whistleblower over the weekend and broke this story on April 13, 2026 at 7:43 a.m. Other media outlets saw our post and scrambled to catch up.
