Pulaski County Sheriff's Deputy Justin Paradise placed on administrative leave after a shooting incident

A tipster reached out to us Sunday night and provided us with this information.

We reached out to Pulaski County Sheriff Eric Higgins and he advised us that a file had already been started by his supervisor. We followed up with a submission of am AFOIA request:

The PSCO's Public Information Officer sent us an email on Monday that contained a press release.

The name of the deputy involved was not provided so we followed up our first AFOIA request with a demand for the actual incident report.

PCSO complied and provided this:

According to records from the Pulaski County Assessor's website, the home where Deputy Paradise resides is owned by his mother.

Voter records reveal that his father is registered to vote at that address as well.

Paradise was suspended for 36 hours in March of 2026 after an internal investigation was conducted into a complaint from a female that worked at a Little Rock business concerning harassment (of a unwelcome sexual nature).

Unwelcome sexual conduct is behavior of a sexual nature that is not wanted, initiated, or consented to by the recipient. It constitutes sexual harassment or misconduct when it creates a hostile, intimidating environment or influences employment decisions. Such actions can be verbal, non-verbal, or physical.

Paradise joined the PCSO in June 2024. Prior to joining PCSO, he worked for UPS as a "Package Car Driver".

Based on how Sheriff Higgins runs his department, we are certain that Paradise won't be in law enforcement very much longer.

***UPDATE - 04/16/26***

We sent a FOI request to the PCSO for a copy of their file for the investigation of the sexual harassment incident involving Paradise. A request was made to LRPD for a copy of the incident report.

LRPD responded and provided a copy of their report from October 2025.

The female that Deputy Paradise stalked and sexually harassed was 19 years old. He was 41 at the time.

When the file from the PCSO is received, we will post another update.

I n June 2023 a teenage female filed a compliant with the Arkansas State Police ("ASP") about Corporal Michael Valentin, an ASP Trooper stationed in Harrison, AR. In her complaint she alleged that Valentin had groomed her and had sexual activities, while on duty, with her and another minor female. She also alleged he was stalking her. An internal investigation was opened. Both teenage females were interviewed as was Valentin. The girls stated that they were acquainted with Valentine because one of them was the stepdaughter of a fellow trooper and Valentin was a frequent customer at the restaurant that the fellow trooper and his wife owned, where both of the girls worked. Arkansas State Police Troopers fired for illicit sexual relationship

Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. We immediately noticed that both Scott and his bride to be listed the same residence address - 8101 Kanis Oaks Drive.
