In December we received a tip about LRPD cop Babe Ruth Cook.
Cook was in LRPD Recruit Class 95 and became a LRPD cop back on January 31st of 2020.
Cook was featured in our LRPD Cops Caught Slippin series.
Here's the episode.
As the report states, one of Cook's neighbors was watching TV and heard loud banging noises and yelling. He went outside and observed a violent altercation. He called 911 and three LRPD cop responded to the off-duty undercover cop's house in the western part of the safe city of Little Rock. A supervisor responded shortly after.
The neighbor told the cops that he saw Cook standing in her front yard screaming at a man in a red jacket saying to "get the fuck out of my house" and "I hate you". Then they both went inside her house. He then saw, through an open door, the man chasing her around.
Bowman asked if he knew where the man went, and he stated they are both still in the house.
Bowman stated he found the key to Cook's unmarked police vehicle in her driveway along with her driver's license, credit cards and a $10 bill.
The neighbor mentioned that her boyfriend was a deputy (later identified as Adontae Marquis Winston - B/M 27) but he didn't think it was him and he hadn't seen him there in a while.
Bowen went to speak with the alleged victim Cook, and as he approached her front door, she was at her door and greeted him by name and asked him to turn off his body camera (a violation of LRPD policy).
Bowman turned off his microphone (a violation of LRPD policy) and his interaction with her was less than a minute.
The neighbor then showed Bowman and Oniovos a video from his doorbell camera in which you could hear Cook screaming. Bowman mentioned that a deputy was involved and stated they needed to get a supervisor involved due to a LRPD cop being involved.
Bowman told the other cops that Cook told him that nothing happened at her home, that the disturbance occurred at Eagle Suites Motel, and she heard the screaming. When asked about a door that appeared to have been forced open, Cook told him that nothing happened and she would fix it.
When the cops finally got in contact with a supervisor, they said the disturbance involved a 10-37 (cop). The shift supervisor was Sgt. Alisha Chidester.
Bowman apprised Chidester of Cooks statement to him about nothing happening at her and that the noise came from the Eagle Suites parking lot. Bowman told Chidester that a Pulaski County Deputy Sheriff was also involved.
Chidester attempted to speak with Cook but she wouldn't come to the door.
Chidester, pursuant to LRPD policy, then notified the on-call supervisor. Chidester told the supervisor that the call involved Cook and her boyfriend, Chidester advised that Cook stated it didn't happen at her house rather at a motel next door, but officers found her keys outside on the ground. Her wallet and its contents were on the side of her house in the grass. Chidester stated that a door had been kicked in and she wasn't sure that the suspect was still in the house or had left.
While Chidester waited for someone in Cook's chain of command to call her back, she went back to try and speak with Cook and make sure she was okay. Cook refused to come to the door once again.
About 15 minutes later, Cook came outside while Chidester was on the phone with a Major Crimes supervisor.
Cook told Chidester it was not a domestic issue and that no one was at her house now but her. Cook said that Chidester could walk through her house to see no one else was there.
Chidester searched all of Cook's home and confirmed no one else was there. But she didn't look under beds or in all rooms, especially the bathroom where Cook had put her dog.
Cook did not want to name the suspect, but told her fellow cops it was not her deputy sheriff boyfriend.
Chidester was not believing Cook and was still waiting to speak with someone in a command position.
After a while Chidester was able to speak with someone in a command position.
Chidester went back to talk with Cook and confront her. Cook's face had started to swell and a black eye was appearing. Cook admitted she was initially untruthful about the incident not occurring at her residence. She admitted that she had been bitten on a finger, had a lock of hair pulled out of her head and had been hit in the face. She stated that the suspect was not a romantic partner, but was an individual that had stalked her and that she had obtained a no contact order against him in the past. Cook refused to give his name and Chidester stated that she could find out from searching.
Upon further questioning, Cook admitted that she was at an "event" in Maumelle with a friend and was on social media posting about it. Her stalker showed up. He and Cook left the "event" in her vehicle together. After leaving the "event" they started fighting, but continued on to her home in Little Rock. Once they arrived at her home they started fighting again. Chidester was not believing that Cook and the man were not involved in a relationship. Chidester had Cook complete a Domestic Violence Lethality Assessment form.
While that form was being completed, a Lieutenant called Chidester and Chidester stepped outside to talk to him. Chidester filled him in on what had transpired and that Cook was refusing to provide the name of the suspect. Chidester told that person she was "hot", implying that she was upset with Cook for refusing to cooperate. Cook was asked to go to the 12th Street Substation and speak with investigators. Cook then stated that she had "been drinking" and would go there at a later time.
The videos ended shortly after that.

We did some digging and found that Cook while working off-duty at the Walmart on Baseline Road in 2024 filed incident reports about a Walmart employee that was harassing her. The name of that individual is Cameron Brandt Meharg (W/M 31 yrs old).
Here are those reports.
Meharg was convicted of harassing/stalking Cook and a No Contact Order ("NCO") was issued on July 26, 2024 expiring on July 26, 2025.
Why would Cook have anything to do with Meharg? Makes no sense whatsoever.
When did Cook tell LRPD she was sexually assaulted? There was no mention of that in the body worn camera videos and the report has updates to reflect that Cook went to the hospital after LRPD was at her home and updating the report.
Here's another wrench thrown into the works...Meharg sent us an email on January 23rd, saying he wanted the truth to come out.
At the time this story was published, no charges have been filed against Meharg related to this incident.
We were surprised that the Scott Administration LRPD sent us any records concerning Cook, even redacted, as Cook is assigned to the Special Investigations section of LRPD making her an undercover officer.
Usually LRPD will say they have no records responsive to our request or cite the exemption in the Arkansas Freedom of Information Act that exempts any records concerning cops that are working undercover with their agency and identified in the Arkansas Minimum Standards Office as undercover officers.
The city of Little Rock has made outlandish claims that we use the AFOIA to try and discover the names of LRPD undercover cops.
We don't have to use AFOI requests to try and determine the names of LRPD undercover cops, they have been and are currently be provided to us by the city of Little Rock on their data portal. We found 46 individuals listed as being assigned to the LRPD Special Investigations Division, 5 civilian employees and 41 sworn officers.
This list of undercover cops and civilian staff in LRPD Special Investigations was extracted from that publicly posted city data.
We learned about this data set and how to utilize it almost a decade ago by attending a training course the city sponsored. They even provided snacks.
The Scott Administration confirmed that these cops are undercover by sending this response to a FOI request me made.
Additionally the Little Rock Fraternal Order of Police had a membership list on their webpage that identified the undercover cops (SID) at that time. We published a story about that on October 22, 2022. Click here to read it.
The Scott Administration LRPD does not utilize real undercover cops. You can't be an undercover cop and frequently appear a public meetings identifying yourself and posting your contact information on LRPD social media posts like alleged undercover cop Raymond Koonce does.
And any reasonable individual would believe that if you are exposed as an undercover cop when getting arrested for a DWI offense your undercover career would be over. Not at LRPD. Take the case of Russell Littleton.
On Thursday, August 14, 2008, at approximately 10:30 PM, Littleton was driving his assigned unmarked LRPD pickup truck at high rate of speed and blew past a marked Bryant Police Department patrol vehicle on I-30 in Bryant, AR. The Bryant cop in the marked unit, Nick Ramsey, clocked the speed of the truck at around 90 miles per hour.
Ramsey pulled the truck over and Littleton flashed his LRPD detective badge and denied he had been speeding after being advised of why he had been pulled over.
Ramsey smelled booze on Littleton's breath and asked him if he was on duty and had been drinking. Littleton stated that he was off duty and was on his way home and that he had a drink at lunch and more drinks at a fantasy football meeting with other LRPD criminal investigation division cops. Ramsey then performed a series of three sobriety test with Littleton failing all of them. Littleton refused a breath test and then asked Ramsey for some professional courtesy.
When Ramsey told Littleton he was being arrested for DWI, Littleton called another undercover LRPD cop to come pick up the city owned truck. When that undercover cop arrived, he asked the Bryant cop to let Littleton slide.
Leon Prickett, another Bryant cop arrived at the scene and he was the cop that transported Littleton to the Bryant Police Department. Prickett noted in a report that Littleton had told Ramsey and himself that the arrest would cost Littleton his job and custody of his daughter (Littleton was divorced from Laura Littleton in May 2008).
Prickett also reported that Littleton had changed his story after he was arrested saying he was on duty when Ramsey stopped him. Littleton also made threats against the Bryant cops saying "if you come through Little Rock, you'll be taken care of" and "good luck in Little Rock."
When the Bryant cops told Littleton they would have to keep his driver's license, Littleton said "that's fine...I have three more."
Apparently LRPD is trying to get rid of Cook of they would have stonewalled us on trying to get incident reports and other records of an "undercover" cop.
