North Little Rock cop William Hamby stikes a handcuffed minor in the face at a mental health day treatment center. North Little Rock Police Department is attempting to cover up the incident

On Friday October 11th,  an incident occurred at Horizons Day Treatment in North Little Rock.

 

The school is a referral only placement for children with behavioral and/or mental health issues that cannot be placed in a traditional classroom setting.


The school called the cops and the child's mother called MEMS as this was not the first time an incident with her minor daughter has occurred.

MEMS would not go to the school until after North Little Rock cops arrived on the scene.

Hamby and a female cop, accosted the distraught minor female and handcuffed her.

Hamby struck the handcuffed minor female in the face claiming she spit on him.


Hamby did not let MEMS treat the minor he struck.

The child's mother demanded a supervisor come to the treatment center.

Sgt. Livingston arrived and Hamby admitted to striking the handcuffed minor in the face. HE the made accusation the minor might have AIDS or a sexually transmitted disease in an attempt to justify his illegal actions.

The mother expressed concerns about Hamby having further contact with he daughter. These concerns were ignored.

Hamby transported the minor to Arkansas Children's Hospital where he told emergency room personnel he had "accidentally hit her".

North Little Rock Police Department refuses to release the incident report from almost a week ago claiming "it hasn't been approved'.

The child's mother has alleged that NLRPD is trying to hide the illegal use of force incident from the public. We believe that as well.

We spoke with Rafeal Marlow, Director of Non-Traditional Learning with Arch Ford Education Service Cooperative, about the October 11th incident at the NLR campus. Marlow was aware of the incident, but had no other comments.

There is no excuse to justify striking a handcuffed minor in the face.

Hamby must be fired and NLRPD must be held accountable for the conduct of their cops and their lack of transparency.

Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate

  A video of a part-time Dover, AR city marshal threatening a local business that went viral on social media, resulted in his termination of employment on October 1st.   Here's the video.
