WHERE DO LRPD TAKE-HOME VEHICLES GO? - EPISODE 24: SGT. SPURGEON LEAVY

DOES SGT. LEAVY DRIVE HIS UNMARKED LRPD VEHICLE TO HIS MASSAGE PARLOR?

SGT. SPURGEON EZELL LEAVY - SAYS FUCK FEES & TAXES

In 2018 we spent $1,206.82 on fuel for Leavy's take-home vehicle.

In 2017 we spent $1,369.76 on fuel for Leavy's take-home vehicle.

LRPD and the city of Little Rock refused to provide us information regarding city where the take-home cars go. So much for being transparent and open.

They provided it last year and you can read our post about that by clicking here.
Since they refuse to provide the information (the take home city is what we requested), we will post where these vehicles are actually going (their address which was not requested and is exempt under the AFOIA) and how much we pay for the fuel to provide transportation for these officers to drive to and from their homes each day.

More than half of all LRPD officers refuse to live in the city of Little Rock and be a true part of our community.

Many LRPD officers that have take-home vehicles use them to drive to and from off-duty jobs where they moonlight at security for merchants and direct traffic at churches on Sundays.

We believe this violates certain state laws and will be filing complaints with the Arkansas Ethics Commission concerning this illegal activity.

All the information used in this post is public information, readily available from the internet or from a Freedom of Information Request.   We used the interwebs in this instance.

Sgt. Leavy has a side business, a massage parlor.

HOW ABOUT A HAPPY ENDING?

Sgt. Leavy was taken to court over failure to pay for a city license for his massage parlor.

Sgt. Leavy had his certification to operate his massage parlor revoked due to non-payment of fees. If he is still operating, he is doing so in violation of the law.

Sgt. Leavy had a lien filed against him by the Arkansas Department of Finance and Administration for non-payment of state income taxes when due.

As you can see, Sgt. Leavy does not like to follow the laws and pay fees and taxes. Or his credit card bills either.

Sgt. Leavy has a history of being trying to avoid paying his debts.

This is problematic for him as all of this behavior violates LRPD General Orders.

Oh, Sgt. Leavy killed a man too.

Arkansas State Police Troopers fired for illicit sexual relationship

Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. Mark Austin Blackerby (38 and married) of Scott and Trooper Jessica Diane McCord (30 and single) of Conway during their interviews with the State Police Office of Professional Standards ("OPS") in January 2024, were dishonest about the affair according to records provided to us by the ASP. Blackerby and his wife Cassie - a Jacksonville cop Initially, the investigation focused on Blackerby and both Blackerby and McCord denied a sexual relationship even though ASP vehicle tracking systems showed their vehicles parked at secluded locations for hours at at time and his vehicle at her home in Conway multiple times when he was on the clock. Blackerby admitted that he also disabled the tracking devices in his vehicle to try and hide his movements and their hookups.  Blackerby told investigators that he is a ...

Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate

A video of a part-time Dover, AR city marshal threatening a local business that went viral on social media, resulted in his termination of employment on October 1st.   Here's the video. Apparently Jones was the subject of rumors in the town. Rumors about meth pipes and the 479 Smoke Shop.   According to records obtained from the Arkansas Commission on Law Enforcement Standards & Training ("CLEST"), Jones previously worked part-time for the Dover Marshal's Office from October 26, 2007 through January 2, 2009.   Jones was also elected in 2023 as the Martin Township Constable and held that position under he lost to Ricky "Perch" Parks in 2025.   Don't worry about Jones losing his part-time job. As his campaign literature detailed, he owns a couple of businesses in area. During our investigation of Jones for this story, we found that he had been accused of exploiting Daniel L. Koester, 64 years old, who had cancer and had been in hospice after sufferin...

ASP Trooper Michael Austin Kennedy exposed as a racist in text messages to estranged wife.

Thanks to a tipster, we were able to obtain public records that expose Arkansas State Police Trooper Michael Austin Kennedy as a racist. Records filed in the divorce proceedings Kennedy's wife has filed give shocking information what Trooper Kennedy thinks about People of Color. In amended filings, Trooper Kennedy's estranged wife states that he is a white supremacist and fears for the safety of their children. And it's no surprise that Trooper Kennedy is a registered Republican. Have the racist views expressed by Trooper Kennedy influenced his actions as a law enforcement officer?  Has Trooper Kennedy PIT maneuvered People of Color to try and kill them to rid his racist white Christian world of folks he considers inferior?  The ASP administration thinks Trooper Kennedy is roll model for their agency. As we often say, the klan ALWAYS outs themselves. Kennedy was with the Bryant Police Department before joining the ASP in 2021. We sent the court filing to the ASP and asked f...
