On June 5, 2026, Little Rock cop Torrie Cobb filed a Petition for Involuntary Commitment for fellow cop Kyle Dishman.
In her petition, Cobb stated that Dishman was believed to have a mental illness and was suicidal. She stated he had been in three facilities in the last week, including a FOP sanctioned facility in Utah that he escaped from.
When Dishman made it back to Arkansas, Cobb took him to be admitted to the UAMS psychiatric unit and he fled from the UAMS campus before he could be admitted.

Dishman ended up complying with his treatment plan and was not taken to another mental facility. Bad decision by friend-of-all-cops, Judge Hugh Finklestein.

Dishman filed a, ill-fated motion in his commitment case after it had been closed, stating he was much better and wanted to get his gun rights back so he could get his job back at LRPD. LRPD fired Dishman on July 23, 2026.

As usual, the Scott Administration and it's police department wanted to keep all this on the down low.
After all, it's an election year and having the voters in the safe city of Little Rock finding out that there are many gun toting LRPD cops, like Dishman, patrolling the streets of the city while taking prescribed psychotropic drugs and could go batshit crazy at any given time is not a good thing.
In fact, Dishman went batshit crazy back in May when he attacked and beat a restrained homeless man for no apparent reason. LRPD refused to provide any used of force records in violation of the Arkansas Freedom of Information Act.

And according to Sinclair Station KATV, Dishman was also involved in misuse of the Flock license plate camera system, even though they would not name him in their story.
KATV wrote that they had sent a FOI request to the Commission on Law Enforcement Standards and Training ("CLEST") and we sent our own FOI request to CLEST for a copy of KATV's FOI request. CLEST promptly sent it.
While KATV did not mention Dishman by name in their story, they did in their FOI request to CLEST.
From records we obtained from LRPD about their use of Flock license plate reader ("LPR") cameras in the safe city of Little Rock, we learned that from July 2025, through June 2026, they scanned 214,857,336 license plates using the 114 LPR cameras scattered all over Little Rock. It stands to reason that out of the 300 million license plates that LRPD has scanned in the last year, more than 28 occurrences were done by LRPD cops that were using the system for their own nefarious purposes.
LRPD does not have a dedicated, published policy regarding use of LPR cameras.
