Delphone Delaney Hubbard was selected to be the Little Rock Fire Department Chief in November 2017 by City Manager Bruce Moore. Hubbard was sworn in as the 14th fire chief of the Little Rock Fire Department on January 2018.

Three months later Scott announced that Hubbard was going to be the new City Manager to replace Bruce Moore, who died October 14, 2023.
Upon Moore's death, Assistant City Manager Emily Cox was immediately named acting city manager.
Cox was informed that due to a lack of melanin she would not be chosen to replace Moore (she was the most qualified candidate by far). In December 2025, Cox resigned and accepted a position at the University of Arkansas - Little Rock.
Subsequently, Zoo Director Susan Altrui took over as acting manager in January 2025, followed by Fire Chief Delphone Hubbard.
Mayor Scott was having trouble with the board over out of state applicants for the city manager position and the local Sinclair Station ran a story about him saying Little Rock didn't need a city manager - a requirement under State Law.
The very next day his office issued a press release stating that Hubbard would fill Moore's shoes as the new City Director.
"Delphone Hubbard is a battle-tested, exceptional servant leader whose extensive background in public safety and administration makes him the right person to help me lead the City of Little Rock," Mayor Scott said. "He brings an unmatched level of integrity and professionalism that will benefit our City Hall team, the Board of Directors, and most importantly, the residents of Little Rock."
That was confirmed by a pedo-supporting publication in a piece they did on Hubbard.
The job description for City Manager does not include "supporting the mayor's vision" as an essential function or responsibility.
The feckless mayor, influenced by his Republican handlers, wants to be in total control of the city, with no checks or balances. He need's a City Manager that he controls to help get his way with no pushback from a city director with a spine.
Hubbard is listed as a "consultant" for the Alexander Fire Department according to records provided to us by the Alexander Fire Chief in response to a FOI request.
According to another FOI response from the city of Alexander, there are no agreement or contracts for that "consulting" position and Hubbard is not being paid for that "position". The city of Alexander is contributing $26.50 per month into his Local Police and Fire System Retirement ("LOPFI") account.
That is a problem for Hubbard and the city of Alexander.
According to the LOPFI member handbook, Consultant Hubbard does not meet the qualification to currently participate in that system.
There is a wage component included in membership.
Hubbard, according the the city of Alexander, receives no wages from the Alexander Fire Department and is not entitled to membership in that position
Hubbard only has around 6.5 years in that system as a qualified member from his employment as LRPD chief. He needs 10 years as a qualified member to be fully vested to obtain retirement benefits.
We spoke with Laura Nixon, the assistant Director of LOPFI and the first word she uttered after we detailed the situation with Hubbard was "fraud".
Nixon told us that they would immediately begin and investigation and reach out to the Alexander Fire Department.
A city director we spoke with told us that Hubbard had not indicated to the city that he would have or had any outside employment (in fact it might be prohibited) and that if Hubbard wanted to be a fireman, he shouldn't have taken the job as city director. That director also told us that Hubbard's evaluation was on the agenda for tonight's city board of directors meeting.
If Hubbard is actually a man with "integrity and professionalism " as the feckless mayor proclaimed, he needs to immediately tender his resignation for the good of the city and it's citizens.
