Little Rock Police Department violates court order and releases videos and report of a officer related shooting incident

In October 2023 we reported about a mercenary LRPD cop, Johvoni Antonio McClendon, a Saline County resident,  shooting a young man in the face that was driving away from him on September 30, 2023. McClendon was arrested and charged with Battery 1st Degree (a Class B Felony) and Assault - 1st Degree ( a Class A Misdemeanor). Click here to read that story.

McClendon is currently on trial (hearing is set for November 12-14, 2025) for those serious charges and according to our LRPD sources, payroll records and CLEST records, he was fired in October of 2023 after an administrative hearing was held.





In the criminal court case, The Deputy Prosecuting Attorney filed a motion to seal records associated with the investigation, such as videos and reports, and Judge Karen Whatley issued an order that sealed the videos and exempted them from release under the AFOIA.

On September 16th, someone made a FOI request for video recordings of that shooting incident. LRPD, in violation of the October 27, 2023 court order that prohibited them from releasing these records,  provided links to download the incident report and three videos recordings from the incident. 


We monitor the city of Little Rock JustFOIA website and saw the FOI response. We also downloaded the records that LRPD posted, records that they were specifically ordered by Judge Whatley to not release.


The videos were soon posted on a couple of YouTube channels.

We did not post the videos on our YouTube channel at that time but we have them up now.


The posting of the videos by the requestor and others, caused a stink in the criminal court case. A closed door hearing was held on October 10th concerning the violation of the court order.


LRPD removed the files from their JustFOIA site after the closed-door hearing.


News reports of the hearing speculated about how the records were obtained.

We frequently have to file a lawsuit against the Scott Administration and it's police department to have a judge order them to release the public records we requested. That is a violation of the AFOIA and of our rights under the AFOIA.

In this instance they violated a court order in a criminal case against one of it's former hard-charging, mercenary cops that violated LRPD policy and procedures and shot a young man going away from him.

It's time the Scott Administration and it's police department are held accountable.

The criminal case is not the only active case in which McClendon is a defendant.

His baby mama and LRPD cop Jasmine Harris has him in court over paternity and child support.

A temporary order in that case has determined that McClendon is the father and has him paying $717 a month in child support.



The trial for this case is set for January 23, 2026.


Harris likes to fool around with her fellow cops. Wonder which one she's moved onto now?

Arkansas State Police Troopers fired for illicit sexual relationship

  Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. Mark Austin Blackerby (38 and married) of Scott and Trooper Jessica Diane McCord (30 and single) of Conway during their interviews with the State Police Office of Professional Standards ("OPS") in January 2024, were dishonest about the affair according to records provided to us by the ASP. ASP Trooper Lincoln Smith fired for admitted criminal activity

The Arkansas State Police has confirmed that Trooper Lincoln Smith from Troop E (based in Pine Bluff) was fired on April 11th for illegal conduct.    False reports of his arrest went viral on social media.   As the ASP criminal investigation is on-going, they will not release any further details of his criminal actions.   As the termination letter states, Smith admitted to criminal conduct and was immediately fired.  Smith was hired by the ASP on October 2023. Smith was employed by the Arkansas Game and Fish Commission as a Game Warden prior to his hiring by the ASP.   Records obtained from CLEST do not indicate that the ASP requested decertification.     Jacksonville 911 was contacted about Smith and they advised he last worked for them in 2022.   At the time of publication, Smith's Facebook page is still open and up.    Stay tuned for updates.
