LRPD chief caught in a web of his own lies

We broke the story back on April 12th about the  three lawsuits filed against Humphrey over serious unpaid credit card debts.

The news of those credit card debt judgments added to questions about Chief Keef and his personal life.

● He is staying in an apartment in Little Rock's trendy SOMA gentrified area as a single man while his wife has remained in Norman, OK in their marital home (which he also claims as his residence - see legal filings in our April12th post) and continues to work at the University of Oklahoma.

● He altered his appearance by shaving off his gray hair trying to appear younger and is seldom seen wearing a wedding ring.

● He traded in his J.C. Penny dad suits for skinny shredded jeans from The Gap.

Those credit card debts and judgments, along with questions about his residency,  referenced in the lawsuit filed against his by LRPD Assistant Chief Hayward Finks on April 22nd.

Then on April 23rd, FOX16 ran a story about Humphrey's financial problems and questioned his ability to manage the financial aspects of his agency.



Humphrey provide a written statement to Fox16 regarding the lawsuits and judgments.




This statement is prima facia evidence that Keith Humphrey is a pathological liar.

In paragraph one of the statement, Humphrey states he promised citizens honesty and transparency.

That has been proven a lie several times over. 

The publisher of this blog asked Humphrey at the community forum when he was one of the four finalists for the LRPD CoP position about LRPD officer residency (70% of all LRPD cops live outside of LR) and take-home vehicles.

Humphrey responded that he couldn't tell folks where to live but that if he was chief, he would not let take-home vehicles leave the city. To this day most LRPD take-home vehicles are drive to officer homes outside the city limits of Little Rock.

And the transparency claim has been borne out a lie in that the publisher of this blog has four active and ongoing lawsuits against Humphrey for violations of the Arkansas transparency law with addition lawsuits being prepared to be filed.

Now for the debt lawsuits and judgments.

Humphrey lies about not refusing to pay the debts and that the legal case was a simple routine settlement.

All three lawsuits state that Humphrey, and no one else, failed and refused to pay after demand for payment was made.







Humphrey filed answers to each of these lawsuits denying their claims and you can see those documents on our previous post.

It must be pointed out that Humphrey falsely claims that he "settled" these lawsuits when in fact his creditors obtained judgments against him in two of the lawsuits and the third lawsuit is still on-going.

Nowhere in any other these court files does the word "settlement" appear.

Fact is the cards were in his name, charges were made, payments were not made and then demands for payment were ignored. They sued his sorry deadbeat ass and obtained judgments against him.



Humphrey has made untruthful and willfully misleading statements which violate policies of his department and he must be held accountable for his lying.

Also troublesome is the fact that he is a mercenary police chief in that he stays in Little Rock but his residence is in Norman, Ok. 

Mayor Frank Scott the junior needs to fire Humphrey and salvage what he can of his own feckless legacy as mayor.

After we published, LRPD provided us with the letter Humphrey mentioned in his statement to FOX16.


According to Humphrey, he enrolled in a debt relief program with a for profit company - National Debt Relief.

Apparently his debtors rejected any offers or arrangement from the for profit company, if he really engaged them for services. Remember he's a pathological liar that will try to twist and shade reality for his benefit.

Again, his creditors filed lawsuits against him for non-payment and that's an indisputable fact.

Again,  his creditors obtained judgments against him. There were no settlements and that's an indisputable fact.

ASP Trooper texts and stalks a 14 year old that was near same age as his own daughter, while having an affair with her married sister.

ASP Trooper Lincoln Smith fired for admitted criminal activity

The Arkansas State Police has confirmed that Trooper Lincoln Smith from Troop E (based in Pine Bluff) was fired on April 11th for illegal conduct.    False reports of his arrest went viral on social media.   As the ASP criminal investigation is on-going, they will not release any further details of his criminal actions.   As the termination letter states, Smith admitted to criminal conduct and was immediately fired.  Smith was hired by the ASP on October 2023. Smith was employed by the Arkansas Game and Fish Commission as a Game Warden prior to his hiring by the ASP.   Records obtained from CLEST do not indicate that the ASP requested decertification.     Jacksonville 911 was contacted about Smith and they advised he last worked for them in 2022.   At the time of publication, Smith's Facebook page is still open and up.    Stay tuned for updates.
