SALINE COUNTY JUDGE RULES FOR ABC - FINDS ATTORNEY GENERAL MADE ANOTHER MISTAKE IN AN OPINION

In an order filed on December 31, 2015 in the lawsuit brought by Rep. Julie Mayberry against the ABC, Saline County Circuit Court Judge Grisham Phillips was not swayed (nor impressed) by an opinion issued by Attorney General Leslie Rutledge that declared that daycare centers were to be considered schools under Arkansas laws and ruled that he would not send the matter back to the ABC Board. He awarded the ABC a whopping $96.00 in costs.

According the documents filed in the case, Judge Phillips found that if the legislature had intended that a liquor store permit not be issued for any location within 1000 feet of a day care center, it could have easily specified so in the same way that it specified in Arkansas Code Annotated § 5-64-402, the "certified drug-free zone" statue.

What do you want to bet that Rep. Mayberry or another legislator sponsors a bill that takes care of this?

We assume that ABC Administration Director Bud Roberts will resend the directive that he issued back in August 2015 that recognized daycare centers as schools

Judge Phillips is known for his refusal to swear in Dennis Milligan as the Saline County Circuit Clerk back in 2011 because he believed the newly elected Milligan had violated the oath of office, the Constitution of the United States and the Constitution of the State of Arkansas by firing five female clerks immediately after being elected to office and prior to being sworn in.

Apparently Judge Phillips, a fan of Nostradamus, believed that the 16th century seer foresaw that Milligan would create unbelievable problems as a circuit clerk and state treasurer.

Arkansas State Police Troopers fired for illicit sexual relationship

Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. Mark Austin Blackerby (38 and married) of Scott and Trooper Jessica Diane McCord (30 and single) of Conway during their interviews with the State Police Office of Professional Standards ("OPS") in January 2024, were dishonest about the affair according to records provided to us by the ASP. Blackerby and his wife Cassie - a Jacksonville cop Initially, the investigation focused on Blackerby and both Blackerby and McCord denied a sexual relationship even though ASP vehicle tracking systems showed their vehicles parked at secluded locations for hours at at time and his vehicle at her home in Conway multiple times when he was on the clock. Blackerby admitted that he also disabled the tracking devices in his vehicle to try and hide his movements and their hookups.  Blackerby told investigators that he is a ...

Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate

A video of a part-time Dover, AR city marshal threatening a local business that went viral on social media, resulted in his termination of employment on October 1st.   Here's the video. Apparently Jones was the subject of rumors in the town. Rumors about meth pipes and the 479 Smoke Shop.   According to records obtained from the Arkansas Commission on Law Enforcement Standards & Training ("CLEST"), Jones previously worked part-time for the Dover Marshal's Office from October 26, 2007 through January 2, 2009.   Jones was also elected in 2023 as the Martin Township Constable and held that position under he lost to Ricky "Perch" Parks in 2025.   Don't worry about Jones losing his part-time job. As his campaign literature detailed, he owns a couple of businesses in area. During our investigation of Jones for this story, we found that he had been accused of exploiting Daniel L. Koester, 64 years old, who had cancer and had been in hospice after sufferin...

ASP Trooper Michael Austin Kennedy exposed as a racist in text messages to estranged wife.

Thanks to a tipster, we were able to obtain public records that expose Arkansas State Police Trooper Michael Austin Kennedy as a racist. Records filed in the divorce proceedings Kennedy's wife has filed give shocking information what Trooper Kennedy thinks about People of Color. In amended filings, Trooper Kennedy's estranged wife states that he is a white supremacist and fears for the safety of their children. And it's no surprise that Trooper Kennedy is a registered Republican. Have the racist views expressed by Trooper Kennedy influenced his actions as a law enforcement officer?  Has Trooper Kennedy PIT maneuvered People of Color to try and kill them to rid his racist white Christian world of folks he considers inferior?  The ASP administration thinks Trooper Kennedy is roll model for their agency. As we often say, the klan ALWAYS outs themselves. Kennedy was with the Bryant Police Department before joining the ASP in 2021. We sent the court filing to the ASP and asked f...
