Arkansas Ethics Commission determined that Little Rock Mayor Frank Scott, Jr. illegally used city resources in his 2022 reelection campaign

 

In May of 2023, based on a complaint filed by Little Rock attorney and blogger Matt Campbell, the Arkansas Ethics Commission found that Little Rock Mayor Frank Scott, Jr. violated Arkansas laws in his 2022 reelection campaign by using city resources. 

The feckless mayor agreed with the findings and paid a $250 fine.
 
 

Little to no media coverage was made of the outcome of the Ethics Commisions investigation and findings in May of 2023.
 
And the coverage did not reveal what we found in records provided to us by the Commission.
 
Specifically that the Little Rock mayor won't go out in public in the safe city of Little Rock with being driving and accompanied by his LRPD security detail. And that he has no qualms about using public funds to support him. (See our previous story about that).
 
Campbell was prompted to file a complaint after discovering that a man had called Little Rock 311 to request one of the mayor's campaign signs and the 311 call taker assisted him in obtaining one. Campbell discovered this when he was gathering information about Scott's LITfest scandal. Campbell wondered if the LRPD cops that shuttled the mayor around town were taking him to campaing events. He found that they were.

The report from the Commission detailed that Scott used his LRPD security detail to shuttle him to campaign events, but that they did not provide security for him at the events. Scott or his campaign organization did not reimburse the city for use of the vehicle, fuel or LRPD personnel.

The report shows that the security detail for the mayor is more about feeding his ego and providing him with armed chauffers to take him to places he is afraid to go by himself - everywhere but his church.
 
 
Scott is not the only criminal to hold elected office in Little Rock.
 
Our own complaints about Joan Adcock, Antwan Phillips and former Ward 6 Director Doris Wright exposed their criminal activity and resulted in them admitting that they broke Arkansas campaign fianance laws too. 
 
Scott, Adcock and Phillips should have been censured by the LR  City Board of Directors for their illegal campaign activty, but most all of the city board members are spineless fucks.
 
The feckless mayor holds the dishonor of being taken to court over transparency issues more times than any other mayor in the history of the city.
 
The Scott Administration shuns diversity and transparency and the mayor acts more like a dictator that a democratically elected offical.
 
 
The board also needs to deal with Ward 2 city director Ken Richardson's  abandonment of his duties as an elected city offical. Richardson has been messing fro board meetings since May 2024. Allegedely he is in such bad condition that he can't even join into board meeting via his city issued iPad.
 
His alleged illness has not stopped him from participating in a lawsuit he has against the city and fuck-up LRPD cop Alexander "Pottymout" Sullivan.
 
If Richardson can participate in a deposition (like he did in  October 2024) he can participate in board meeting. If not, he heeds to step down or the board take action to remove him.
 
Richardson is not the only problem the Scott Administration has.
 
The city has been without a City Manager since Bruce Moore died in October 2023.
 
Emily Cox, was named acting City Manager after Moore's death.

Cox obtained a Bachelor of Arts in Political Science and Government degree from Southern Methodist University in 2005 and a Master's Dregee in Education Policy and Management from Harvard University in 2006.

Cox was the Deputy Director of Policy and Education for Governor Mike Beebe from 2007 to 2009 and his Directiry of Policy from 2010 to 2014.

Cox was hired by the city of Little Rock as Assistant City Manager in 2014 and held that position for 11 years until she was named acticing City Manager in October 2023.

Cox knew that in spite of her experience and education,  she would not be the feckless mayor's choice to replace Moore so she didn't even apply for the position. 
 
Cox was recently hired as Vice Chancellor for University Affairs at the University of Arkansas at Little Rock. Good news for UALR and bad news for city operations and citizens of Little Rock.

The director of the LR Zoo, Susan Altrui,  has been named as acting city director to repalce Cox. If the board does not bow to Scott and accept Wesley, the mayor plans to have Delphone Hubbard, the LRFD Cheif put in plcae as acting city manager until and individual the may and the city board agree upon can be hired.

What a shit-show.

The mayor wants to hire outsider  Dakisha "DK" Wesley, the current Assistant County Mananger of Buncombe County, North Carolina as City Manager.

Wesley graduated from the University of Central Arkansas in 2000 with a Bachelor of Science in Public Administration degree in 2000. She obtained Master if Public Administration in Public Administration from the University of North Texas in 2002.
 
 
We could not find any other connections to Arkansas for her than attending school at UCA.
 
Wesley worked as a Budget Analyist for the City of Grand Prarie from 2002 to 2005.
Then she held several positions for the city of Fort Worth - Management Analyst II from 2005 to 2007;  Senior Management Analyst from 2007 to 2010 and Municipal Court Services Assistant Director from 2010 to 2017.
 
Wesley then moved north and worked as the Assistant County Administrator for Lake County in Illinois from 2017 to 2019. 

In 2019 Wesley moved to Ashville, NC to work as the Assistant County Manager for Buncombe County and still holds that position.

Our research found that her husband, Ardemis Wesley, has a criminal history.
 
He was found guilty of 3rd Degree Battery in Conway.
 

And with a felony drug offense that was dropped. We suspect he became a snitch to get a deal with the Prosecuting Attorney to make the charges disappear.



Most recently, he was arrested and charged with rumming and illegal gambling operation and bootlegging.


It's all the talk in Ashville, NC.


The Ashville Citizens Times reported that Mr. Wesley operated an illegal gambling house at 1145 Tunnel Road in Ashville for at lest two years. He also provided alcoholic beverages and advertised the games over text messages.

You know that his wife knew about all his illegal shennigans.  If not that makes her an idiot. Last thing we need is an idiot city manager.

Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate

  A video of a part-time Dover, AR city marshal threatening a local business that went viral on social media, resulted in his termination of employment on October 1st.   Here's the video. LRSD investigation file of Kendahl Davenport's entanglement with student leaves more questions than answers

An "unprofessional" relationship between a Parkview student, Justin Lanier and a teacher Kendahl Davenport was the talk of the town this week  ________ We were contacted by a LRSD employee/whistleblower over the weekend and broke this story on April 13, 2026 at 7:43 a.m. Other media outlets saw our post and scrambled to catch up.
