ASP Trooper texts and stalks a 14 year old that was near same age as his own daughter, while having an affair with her married sister.

Was ASP Trooper Billy Martin trying to pull all 3 sisters?

 

In January 2019, Callie Hinson and Joseph Ramer began dating.

On June 13, 2020, Joseph proposed to Callie. 

They were married on February 21, 2021.

By the time of their first anniversary, their marriage was in shambles and Callie was estranged from her family all due to this man, Arkansas State Police Trooper Billy Mitchell Martin.

Martin joined the ASP as a recruit in January of 2007. Records from his personnel file indicate he was from Boone County and he was posted there after graduating troop school.

 

Martin was promoted to Trooper First Class in July 2011 and Corporal in July 2014.

In late 2019 and early 2020, Martin tried to get transferred to a Criminal Investigation position in Boone County but was unsuccessful.

Around that same time, Martin filed for divorce from his wife of 10 years.

 

The Divorce was finalized in March 2020.

Martin hit the single scene hard and had no trouble hooking up with badge bunnies or holster sniffers. 🐰

In 2021, it was reported that his girlfriend was Jamie McKnight. Apparently she had a thing for troopers as evidenced by her Facebook page. 🐰

 

Around this time Martin became acquainted with Callie (Hinson) Ramer, who at the time worked at Harps grocery/gas store.

He also infrequently attended Woodland Heights Baptist Church, which was the same church Callie and her family attended (her dad is a deacon) and the same one where she and her husband Joseph were on the media team and worked the media booth on Sundays.

In January 2021 Martin began going to church more often and sat right in front of the media booth and talked to Callie.

Martin's girlfriend, Jamie McKnight, was also a church member.

In March 2021, Callie began doing Ride-Along's with Martin in his ASP patrol vehicle during the evening when her husband Joseph was at work. She initially had her husband's permission to do so telling him she "liked law enforcement". 🐰

He also started showing up at Planet Fitness, where Callie, her mom and sister's worked out. He showed up when they were there. He started working out with Callie's 14 year old sister, Celie. Martin had a daughter that was just a couple of years younger than her.

Callie's mom Leslie Hinson, had expressed concerns to Callie about her hanging out with Martin as she was a newlywed. She also thought it was weird that a 36 year old man would grab her 14 year old daughter and work out with her. Leslie had thought it was just a friendly deal at church when he talked and sat by Callie, but when he started showing up every time they went to the gym, she wondered how he knew they were there? It wouldn't take her too long to find out.

Callie's husband, found out in September 2021, that Callie had become more than friends with Martin. He learned this from his wife's best friend and cousin, Lindy Chaffin. 

Lindy called Joseph and told him that she thought Callie was cheating on him with ASP Trooper Billy Martin. Lindy told him about something that had happened at Martin's house one night in the summer.  Martin had invited Callie and her friends to come to his house for some drinks and play games. Martin's girlfriend was not there. It was getting late and Martin and Callie had gone inside while the others were still outside. Lindy went inside to use the restroom and it was dark inside the house, but she saw Callie lying down and Martin straddling her. Lindy turned around and walked out.

Lindy also told Joseph that Callie had sent her a text message while he was at work that stated if anyone asked where she was to tell them she was with her. That was the breaking point for her and that's when she told Joseph what was going on.

Joseph confronted his wife and she confessed that she was attracted to Martin and had formed an emotional bond. 🐰 

They decided to seek counseling from their pastor. Callie didn't tell Joseph that she had gone to an attorney about filing for a divorce.

The pastor met with the Ramer's and later on with Martin. Martin confesses it all and as a result, the pastor banned Callie Ramer and Billy Martin from coming to the church until the matter was fully investigated.

In the meantime, Leslie Hinson was informing her other daughter's about the mess and she told Celie to get Martin's number and send him a message to leave their family alone.

Celie told her mom she had his number on her phone. Lesile also found our that Martin had the ability to track the 14 year old and that they had been messaging each other for a while. That shocked her and she looked at her phone and found thousands of messages between Celie and Martin. He often starting texting her in the early morning, continuing through the day ending up at midnight.

She also found that Martin had tried to get her to leave her parents home and move in with him. Martin wanted Callie to leave her husband and stay at his lake house.

Both Leslie Hinson and Joseph Ramer filed a complaint with the ASP.

The ASP investigator treated Martin with kid gloves. He grilled the 14 year old victim of his grooming and stalking harder than he did Martin. He didn't even ask Martin how he would feel if he found that a grown ass man was texting his own daughter.

And that ASP investigator is a sketchy as fuck too. During the uprising, he was recorded raising a fist in the air at the state capitol when the crowd was chanting fuck the police. He later denied doing that when we confronted him.

ASP found that Martin had sent the 14 year old Celie over 3,000 messages.

He also sent her this video.

It was also discovered that Callie and Martin had set up a fake Snapchat account and uses it to send message back and forth to each other.

ASP GPS data placed Martin at Callie Ramer's residence 62 times between March, 2021 and August 29, 2021. ASP found that Callie also had a garage door opener for Martin's residence.

Martin was only suspended for 10 days and transferred to the West Memphis area.

Martin is related to a ASP Captain Phillip Hydron so he is part of the ASP  good ole boy system and the reason he was not fired and had his certification revoked.

Joseph and Callie Ramer were divorced on July 6. 2022. 

Martin has attempted to get transferred back to an area closer to Harrison. He's stuck in West Memphis at this time.

We could not find any information about the current relationship status for Callie Hinson and Cpl. Billy Martin.
