Criminal investigation of unauthorized activity of Pulaski County Clerk voter registration employee underway. County Clerk Terri Hollingsworth refuses to provide records

Pulaski County Clerk Deborah Smith illegally altered records of 132 NLR voters

On October 24, 2024, Deborah L. Smith, a voter registration clerk in the Pulaski County Clerk's office resigned her position after she was found to have altered records of 132 voters in a precinct in North Little Rock to place them in one Maumelle. 

Smith began employment at the Circuit/County Clerk's office in 1991.

Smith's illegal activity was discovered when early voting began on October 21st and a voter in North Little Rock could not find a candidate they want to vote for on their ballot. 

That voter contacted the Pulaski County Clerk's office and an internal probe was initated. It was determined that Smith had been able to change the street file for 132 voters in  precinct 051.02 in North Little Rock to precinct 001.04 in Maumelle.

Smith was allowed to resign by Terri Hollingsworth instead of being fired, to try and keep a lid on her illegal activity that disenfranchised voters in North Little Rock and could cause the public to criticize Hollingsworth and her office as well as question election results. 

On October 28th, The Pulaski County Election Commission received a letter from Hollingsworth notifying them of the problem.

The Commission referred the matter to the Pulaski County Prosecuting Attorney and the Election Integrity Unit of the Arkansas Attorney General's Office.

It's not the first time Smith has been involved in illegal activity at the Pulaski County Circuit/County Clerk's office.

In 2019, Hollingsworth suspended Smith for four days without pay for filing fradulent affidavits in five Unlawful Detainer (eviction) cases.

 



Filing false records is a criminal offense in Arkansas (AR Code §5-54-121-Tampering with a public record) and Hollingsworth should have immediately fired Smith.

In 2021, Smith had another disciplinary action taken against her, but those records were not provided to us by the Pulaski County Human Resources Department as there was no suspension.

 

Hollingsworth refused to provide us with any records about this matter and attempted to prevent the Human Resources Department from providing Smith's personnnel file by closing out our Freedom of Information request - a violation of our rights under the Arkansas Freedom of Information Act.

Sources tell us that Hollingsworth is considering running against County Judge Barry Hyde. 

She can't properly take care of business in her currently elected office and would be a disaster as the head of Pulaski County Government.

Fired Dover City Marshal Nathan Jones Accused of Exploiting Dying Man to Take Control of His Estate

  A video of a part-time Dover, AR city marshal threatening a local business that went viral on social media, resulted in his termination of employment on October 1st.   Here's the video.
