The Scott Administration covers up domestic violence incident between two LRPD cops

In October 2023 Pullie threatened to kill Jakari Henderson and himself

 

On October 12, 2023 LRPD cop Jakari Lott Henderson filed for an order of protection from LRPD cop Desidario Donte Pullie. A temporary order of protection was immediately granted and a court date was set for October 26, 2023.

 


The temporary order of protection prohibited  Pullie from possessing a firearm.

Court records show that the Pulaski County Sheriff's office was not able to serve Pullie and that Henderson failed to show up at the scheduled hearing.

More often than not, complaints of domestic violence against LRPD cops simply fall apart due to pressure from the Little Rock Fraternal Order of Police and their shyster attorney. If children are involved, the victim often refuses to cooperate so that they can continue to get financial support from the perpetrator.

Pullie was allowed to continue employment until her resigned on March 8, 2024.


Why did LRPD not seek a civil commitment for a psychological evaluation of Pullie?

Why did the Scott Administration LRPD not terminate Pullie's employment and let him resign?

The answer is that numerous LRPD cops are unfit for duty like Pullie and if they actively started a proactive measures like civil commitments for psychological evaluations, half their force would be removed in a flash.

By letting Pullie resign, any investigative file regarding the domestic violence investigation is kept from public inspection.

The Scott Administration refused to provide records about Pullie's actions and they redacted over fifty pages from his personnel file. When SMG sued LRPD in 2018 for copies of all non undercover LRPD cops personnel files, they were ordered to provide those records. Pullie's file at that time contained no redacted pages.

All cops should be required to have yearly psychological evaluations. This particular incident supports that. How can a police department have a cop that has threatened to kill someone and themselves allow them to remain armed on the job?

We have reported other incidents involving LRPD cops and domestic violence. No cop was ever convicted. Some were fired or quit. Some remain employed.

This isn't the first time the Scott Administration and it's police department has attempted a cover up.

That report concerned an illegal pursuit that resulted in the death of a child.

The feckless mayor does not believe in transparency. Scott has been sued more times over violations of the Arkansas Freedom of Information Act than any other mayor in the history of the city.

The personnel file of Jakari Lott Henderson reveals that in December 2023, she was suspended for 120 hours as a result of her not having her body worn camera activated the entire duration of an accident response and for failing to arrest the driver of the vehicle for a DWI offense. She resigned in April 2024. Her personnel file also had a large number of redacted pages, investigation report no doubt. Her resignation form indicates that she was allowed to resign in lieu of being terminated.

Arkansas State Police Troopers fired for illicit sexual relationship

  Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. Mark Austin Blackerby (38 and married) of Scott and Trooper Jessica Diane McCord (30 and single) of Conway during their interviews with the State Police Office of Professional Standards ("OPS") in January 2024, were dishonest about the affair according to records provided to us by the ASP. ASP Trooper Lincoln Smith fired for admitted criminal activity

The Arkansas State Police has confirmed that Trooper Lincoln Smith from Troop E (based in Pine Bluff) was fired on April 11th for illegal conduct.    False reports of his arrest went viral on social media.   As the ASP criminal investigation is on-going, they will not release any further details of his criminal actions.   As the termination letter states, Smith admitted to criminal conduct and was immediately fired.  Smith was hired by the ASP on October 2023. Smith was employed by the Arkansas Game and Fish Commission as a Game Warden prior to his hiring by the ASP.   Records obtained from CLEST do not indicate that the ASP requested decertification.     Jacksonville 911 was contacted about Smith and they advised he last worked for them in 2022.   At the time of publication, Smith's Facebook page is still open and up.    Stay tuned for updates.
