LRPD internal investigation opened for unreported use of force by LRPD cops working at Arkansas State Fair

A video posted on FaceBoook of a fight at the Arkansas State Fair shows a Little Rock cop shoving two young men with such force they fall to the ground.

We sent an email to LRPD requesting copies of incident reports and use of force reports filed by LRPD cops regarding incidents during the fair.

LRPD responded. They claimed they had no reports (incident or use of force).

So they created an incident report that states an internal investigation was being opened.

Last week we won our fifth appeal of a Denial of Rights under the Arkansas Freedom of Information Act lawsuit against the Scott Administration.

Pulaski County Circuit Court Judge Timothy Fox found the Scott Administration violated to AFOIA by not providing us records we requested.

One set of records was Use of Force reports.

LRPD usually takes months to conduct internal investigations and often takes no or little action beside a slap on the wrist.

One of the incident reports LRPD provided involved a juvenile being arrested for saying "fuck you" to LRPD cop Roosevelt Sanders.

In 2019, The U.S. Court of Appeals ruled in a case involving the Arkansas State Police in Fort Smith that saying "fuck you" is constitutionally protected speech. You can read our post about that by clicking here.

Sanders has a lengthy disciplinary history at LRPD, including documented incidents of untruthfulness (lying).

Martin joined the ASP as a recruit in January of 2007. Records from his personnel file indicate he was from Boone County and he was posted there after graduating troop school. Martin was promoted to Trooper First Class in July 2011 and Corporal in July 2014. In late 2019 and early 2020, Martin tried to get transferred to a Criminal Investigation position in Boone County but was unsuccessful. I n June 2023 a teenage female filed a compliant with the Arkansas State Police ("ASP") about Corporal Michael Valentin, an ASP Trooper stationed in Harrison, AR. In her complaint she alleged that Valentin had groomed her and had sexual activities, while on duty, with her and another minor female. She also alleged he was stalking her. An internal investigation was opened. Both teenage females were interviewed as was Valentin. The girls stated that they were acquainted with Valentine because one of them was the stepdaughter of a fellow trooper and Valentin was a frequent customer at the restaurant that the fellow trooper and his wife owned, where both of the girls worked. The fellow state trooper was Jason Hutcheson. And the restaurant was Hutch's Hot Chicken. Jason Hutcheson Valentin even helped out with some construction projects at Hutcheson's restaurant.
