Is the LRPD Chief mentally unstable?

Recent actions by the beleaguered LRPD Chief give cause for concerns about the state of his mental health.

We broke the story about his financial problems he attempted to conceal when hired by the feckless Little Rock Mayor. 



Humphrey stated he "settled" with two credit card companies over defaulted payments totaling over $30,000.

Never seen a legal settlement result in a judgment. Usually a settlement results in the dismissal of a lawsuit.

His own filings in the cases denies he owed any funds at all.

His filings, after hired here,  list his residence as being in Norman, OK.  

Humphrey has rented an apartment in the SOMA area, but his wife has not relocated to Little Rock.

Then we broke the story of his being observed by one of his employees leaving the home of his side-chick that happened to be his choice for a high-paying position at his department dealing with the $80 million dollar LRPD budget.



Like Humphrey, his side-chick had her own problems with debts, suspended driver's license and false information on her application of employment to the city.

Then you have the multiple lawsuits filed against him by underlings and complaints of harassment by females and you see a serious problem with his continued employment.

We have four active lawsuits against Humphrey for AFOIA violations with many others waiting to be filed when the Circuit Courts open back up.

If all this was not enough to question his mental state and fitness to head LRPD, the Arkansas Democrat-Gazette uncovered a failed attempt of his to have a journalist (me) charged with harassment for exposing and covering corruption in city government and at his department.


The Arkansas Times also reported on that ill-fated attempt of targeting a journalist.


Emails between Chief Keef and myself reveal his inability to maintain a professional demeanor and control his mouth (those will be added to this post shortly).

Just last week, Humphrey attempted to violate my First Amendment Rights, prior to the start of a Civil Service Commission meeting where I had appealed the slap-on-the wrist discipline of LRPD cop Brad Stewart.

...Humphrey dared me to say "fuck you" to his face. He got his wish last week.

By the way, ole Feckless Frank in named in those AFOI lawsuits as a Defendant too.

There are reports that he has harassed at least three females that a city employees.

We made a verbal request for any and all complaints made about Humphrey without regard to the outcome of any investigation or disciplinary action.

Local TV stations reported on a heated exchange that occurred at the State Capitol today between the chief of the State Capitol Police and the beleaguered LRPD chief.













 
It's clear that Humphrey has to go. 

Mayor Scott needs to send him packing.

ASP Trooper Jacob Haynie caught on his own mobile video recordings using the N-word

On November 21, 2023, after one of those questionable PIT maneuvers (the ASP now calls  Precision Immobilization Technique , or PIT maneuvers, Tactical Vehicle Intervention or TVI) ASP rookie trooper and former Hope Arkansas cop Jacob Haynie was caught on his and other ASP mobile video recordings using profanity and the N-word.   ASP policy prohibits the behavior and words Trooper Haynie uttered. That same policy also prohibits actions and behaviors that reflect unfavorably on the ASP. Haynie's wife works at the Hempstead County Assessors office. Wonder if she uses that language at work too?  ### The full videos can be viewed on many of the YouTube Channels that feature ASP videos.  A follower of one channel identifies Haynie as the one uttering the words. Apparently that individual knows Haynie and might have worked with him at Hope PD. ASP claims no one said the words "climb" or "N***a" and the trooper using the fowl language was actually Tyler Gentry. Ri

Three LRPD cops "relieved of duty" over incident at Club Trois

Sources at LRPD have confirmed a tip we received that three LRPD cops, Brad Stewart, Lee Pitts and Justin Sims have been "relieved of duty" in connection with an incident at Club Trois. The story we were told is that Stewart was working off-duty at Club Trois and dealt with an inebriated female club patron by soaking her with pepper spray.  LRPD General Order  ("G.O.") 303 requires that a cop that uses physical force, non-lethal control and compliance devices, on or off-duty, follow certain procedures. Use of pepper spray is a Level 4 event. Here are the specific procedures. LRPD sources tell us that they are trained to call MEMS after they use pepper spray or a taser on an individual. They are to file an incident report and they file an officer's report or letter form (5600-2) with their immediate supervisor for each use of force incident. Here's an example of an officer letter form.   Not a single procedure was followed in this incident. And to make matter
