Court filings reveal mercenary LRPD cop Ray Moreno to be a tax scofflaw and bill paying deadbeat with a long history of disciplinary problems

Mercenary LRPD cop Raymond Moreno - Tax Scofflaw & Deadbeat

Public records reflect that mercenary LRPD cop Raymond Moreno refused to pay his state income taxes when due resulting in the Arkansas Department of Finance and Administration ("DFA") filing liens against him and ultimately garnishing his wages.

These records indicate that he owed over $42,000 to the State of Arkansas.

We suspect he owed some Federal Income Taxes as well.

Moreno and his wife, failed to pay state income taxes when due for 2006, 2007, and 2009.

A lien was filed against him on April 26, 2012.



DFA took further legal action in November of 2019.








Deadbeat Moreano also was sued by AT&T for non-payment of his cellphone bill.

He failed to answer the lawsuit and AT&T obtained a default judgment and subsequently garnished his wages.

Moreno also has a concerning disciplinary record and a history of lengthy suspensions for LRPD policy violations.


He was even suspended when he was a cadet for making 20 long distance phone calls paid for by us.


Moreno's personnel files has several memorandums referencing internal investigations being conducted on him, ones that must have only resulted in a verbal or written warning.  





The discipline records LRPD provided us last year for all sworn officers did not have this 30 day suspension for Moreno listed.



Moreno has been a fuck-up since he was a cadet. 

Add his failure to pay taxes and bills when due to the mix and his sorry ass needs to be fired.

We can use his salary to hire a couple of decent, law abiding officers.

Maybe even ones that will be residents of the city that employs them.

Mercenary LRPD cop Ray "FuckTaxes Moreno, uses a take-home vehicle to drive from his home in Sherwood to his off-duty, side job at Kroger on Col. Glenn in Little Rock. We pay for the fuel for this too.

Disgraced ex-LRPD cop and felon lied on her employment application to get job with Arkansas State Police

In 2009, Sheva Howard was a Little Rock cop. She began working at LRPD in 2001 as a Crime Scene Specialist and in 2003 she became a police officer. Howard also worked off-duty, in her LRPD uniform, at Dillard's until she was caught in an act of thievery.  Howard purchased one purse, but it was in a bag so heavy she had to drag it on the ground. That bag was later found to have multiple purses packed into another purse. That incident also ended her career as a cop and gained her a felony conviction.   The LRPD Internal Investigation file reads like a script from an episode of Law & Order.   Howard was found to be untruthful during the internal investigation.   Here's what the local newspaper published about her criminal trial. Three LRPD cops "relieved of duty" over incident at Club Trois

Sources at LRPD have confirmed a tip we received that three LRPD cops, Brad Stewart, Lee Pitts and Justin Sims have been "relieved of duty" in connection with an incident at Club Trois. The story we were told is that Stewart was working off-duty at Club Trois and dealt with an inebriated female club patron by soaking her with pepper spray.  LRPD General Order  ("G.O.") 303 requires that a cop that uses physical force, non-lethal control and compliance devices, on or off-duty, follow certain procedures. Use of pepper spray is a Level 4 event. Here are the specific procedures. LRPD sources tell us that they are trained to call MEMS after they use pepper spray or a taser on an individual. They are to file an incident report and they file an officer's report or letter form (5600-2) with their immediate supervisor for each use of force incident.
