WHERE DO THE LRPD TAKE-HOME VEHICLES GO? EPISODE 9: THE TRAINING DIVISION







The Training Division has 20 staff members that have take-home vehicles. 

Eleven of the vehicles are marked units while the remaining nine units are unmarked.

We will start with Captain Marcus Paxton. 


CAPT. MARCUS PEYTON PAXTON

While Paxton has a Little Rock mailing address, he does not live within the city limits and can not vote in Little Rock municipal elections. In fact he is in the Bryant School District.

In fact Paxton cannot vote in any election in Pulaski County as he is a resident of Saline County.


We believe that many white officers that have a Little Rock mailing address actually live outside the city limits and are not even Pulaski County resident like Paxton.

Perhaps more than 80% of the white officers do in fact live outside the city and the information that the city and LRPD provides about LRPD officer residency is inaccurate.

In 2018 we spent $1,920.18 on fuel for Paxton's take-home vehicle.




In 2017 we spent $1,372.74 in fuel for Paxton's take-home vehicle.

Next on the Training Division list is Lt. Rusty Rothwell.


LT. RUSTY LEE ROTHWELL


In 2018 we spent $1,941.07 on fuel for Rothwell's take-home vehicle.


In 2017 we spent $1,670.00 on fuel for Rothwell's take-home vehicle. He lived in Sherwood back then.

Next on the Training Division list is Sgt. Tory Trammel.


SGT. TORY LYNN TRAMMELL

In 2018 we spent $2,000.21 on fuel for Trammell's take-home vehicle.



In 2017 we spent $921.62 on fuel for Trammell's take-home vehicle.She worked for the Major Crimes Division then.

Next on the Training Division list is Officer Jessica Eubanks.

In 2018 we spent $690.85 on fuel for Eubanks' take-home vehicle.



 Eubanks has been suspended a few times.

 Next on the Training Division list is Officer Joe Hill.

In 2018 we spent $677.07 on fuel for Hill's take-home vehicle.

In 2018 we spent $1,655.01 on fuel for Frost-Briley's take-home vehicle.

OFFICER KYRON DAKAR DOUCETTE

In 2018 we spent $1,480.03 on fuel for Doucette's take-home vehicle.


Doucette  was no doubt embarrassed back in April when the Office of Child Support sent one it's certified police officers (they wear shirts with a badge embroidered on them to make them appear more official that they are as their actual job title is Child Support Specialist I) to serve notice about an upcoming legal action.

Next on the Training Division list is Officer Johnny "SmackMyBitchUp" Gilchrist.


TAINTED OFFICER JOHN RAYMOND GILCHRIST




 In 2018 we spent $1,669.14 on fuel for SmackMyBitchUp's take-home vehicle.



In 2017 we spent $1,563.10 on fuel for SmackMyBitchUp's take-home vehicle.

 

Ole Johnny is a piece of work. He is the top name on the LRPD Liars List.



That's why he will never advance any higher than an officer (he was once a Sgt. but got fired and the Civil Service Commission gave him his job back with a demotion) and will remain at the training academy as long as he works for LRPD.

We will have all the officers that have a documented history of lying posted in a special edition with all their police reports and internal investigations.

In 2018 we spent $1,568.12 on fuel for Gasaway's take-home vehicle.

Next on the Training Division list is Officer Ira Whitfield.


OFFICER IRA ALEXANDER WHITFIELD

Whitfield lives in Saline County even though he has a Mabelvale mailing address. The clue for that is the Judicial District on his voter registration.

The 22nd Judicial District is Saline County.

In fact we have obtained a copy of an affidavit in which Whitfield attests he is a resident of Saline County.




We suspect that he is being included in the count as an officer that lives in the city when he does in fact not.

In 2018 we spent $1,756.45 on fuel for Whitfield's take-home vehicle.

Next on the Training Division list is Officer Elishia Ramer

In 2018 we spent $1,041.73 on fuel for Ramer's take-home vehicle.

 Next on the Training Division list is Officer Anthony Withers.

OFFICER ANTHONY CHANTESS WITHERS


In 2018 we spent $1,403.42 on fuel for Withers' take-home vehicle.


Back in 2013, Withers got sued when a wheel came loose from his personal vehicle and struck another vehicle.  Let's hope that doesn't happen in his LRPD vehicle.

In 2018 we spent $1,9700.00 on fuel for Jackson's take-home vehicle.

 Next on the Training Division list is Officer Thomas Yelland.


OFFICER THOMAS MATTHEW YELLAND

 In 2018 we spent $2,291.92 on fuel for Yelland's take-home vehicle.

In 2017 we spent $207.58 on fuel for Yelland's take-home vehicle.


Yelland welshed on a credit card debt back in 2015 and was sued after collection efforts failed.

Next on the Training Division list is Officer Herbert Kimbrough.


OFFICER HERBERT LEE KIMBROUGH, JR.


In 2018 we spent $1,807.48 on fuel for Kimbrough's take-home vehicle.

 

Back in 2015 Bank of America filed a foreclosure suit against Kimbrough. 



 Fortunately he was able to keep his home.

Next on the Training Division list is Officer Van Thomas.


OFFICER VAN LEER THOMAS II

In 2018 we spent $930.17 on fuel for Thomas' take-home vehicle.


Thomas was suspended for a month over a use of force violation.

The next entry for the Training Division list is Officer Scott Miles.

OFFICER SCOTT FREEMAN MILES, JR.


In 2018 we spent $230.65 on fuel for Miles' take-home vehicle.






Back in 2007, Miles was found guilty of a Federal Regulation Compliance violation for having an illegal amount of shotgun shell on a wildlife refuge.

 The next entry for the Training Division list is Officer Antonio Metcalf.

OFFICER ANTONIO DUVALL METCALF




No records were provided on how much we spent on fuel for Metcalf's take-home vehicle in 2018. We have requested they re-check their records.

In 2017 we spent $2,980.85 on fuel for Metcalf's take-home vehicle.


As one of the LRPD officer that refuses to live in Little Rock due to crime and schools, he carries an AR-15 to make him feel safer and overcome fears of being outgunned.



 Metcalf apparently likes to lip-sync to old hit songs and clown around.

The next entry for the Training Division list is Officer Shawn Bakr.

OFFICER SHAWN MAMDOUH BAKR


Officer Baker is another one of the LRPD officer that has a Little Rock mailing address but actually lives in Saline County.

Real estate records in Saline County indicate he does not live in Little Rock. 




We have found quite a few officers like this and that will push the number of officers that do not live in the city to a much higher level that the city indicates.

In 2018 we spent $2,697.97 on fuel for Bakr's take-home vehicle.


In 2017 we spent $1,831.43 on fuel for Bakr's take-home vehicle.


Apparently Baker was a traffic law scofflaw as a youngster as reflected in court dockets.

Last on the list for the Training Division is Officer Heath Atkinson.


OFFICER HEATH CRANFORD ATKINSON



In 2018 we spent $2,600.71 on fuel for Atkinson's take-home vehicle.


In 2017 we spent $1,509.76 on fuel for Atkinson's take-home vehicle.



LRPD and the city of Little Rock refused to provide us information regarding where the take-home cars go. So much for being transparent and open.

They provided it last year and you can read our post about that by clicking here.

Since they refuse to provide the information (the take home city is what we requested), we will post where these vehicles are actually going (their address which was not requested and is exempt under the AFOIA) and how much we pay for the fuel to provide transportation for these officers to drive to and from their homes each day.

More than half of all LRPD officers refuse to live in the city of Little Rock and be a true part of our community. 


Many LRPD officer that have take-home vehicles use them to drive to and from off-duty jobs where they moonlight at security for merchants and direct traffic at churches on Sunday's.

We believe this violates certain state laws and will be filing complaints with the Arkansas Ethics Commission concerning this illegal activity.

Little Rock pastor takes his own life after complaint of sexually explict conduct with a minor child

On April 24, 2024, Tyce Michelle Scroggins found what she has described to authorities as "inappropriate text and pictures" on her husband's cellphone. The messages were between her husband, Michael Todd Scroggins, the senior pastor at Moody Chapel AME Church in Little Rock and a minor student at LISA Academy High School. Moody Chapel AME Church   An argument ensued about the text messages and Pastor Scroggins left the home. On April 25th, Mrs. Scroggins filed a report with the Little Rock Police Department about the text messages. She also notified LISA Academy administration. On April 28th, Mrs. Scroggins filed a missing person report with the Sherwood Police Department.  Sherwood Police put out an alert on social media.   On April 30th, Little Rock Police found Pastor Scroggins dead from an apparent self inflicted gunshot wound in his vehicle parked in the back parking lot of the church. England High School teacher caught having sex with a 18 year old former student in a car in a park

England High teacher Courtani Bell and former student Kaylin Sullivan   On Monday January 8, 2024 at around 6 p.m., an England, AR cop caught Courtani Bell (W/F 29) a teacher at England High School engaged in "public sexual indecency" in the back seat of Bell's car in a public park with a former student, Kaylin Sullivan (B/F 18).   Here's the police report.   The court date for the randy pair is set for February 22nd in England District Court. Bell is married (for the time being as a source says he's left her) and lives in Sheridan with her hubby Layton. Bell's cuckholded hubby works at the Sheridan Police Department as a cop.   Sullivan, will turn 19 in February 2024.   There are questions surrounding the commencement of their relationship and did it began when  Sullivan was a student?
