LRPD CHIEF IS TRYING TO PLUG LEAKS - HE CLAIMS PRIVATE INFORMATION IS BEING RELEASED DAILY VIA "PSEUDO COVERTLY" MEANS

LEAKS AT LRPD HAVE CHIEF KEEF IN A TIZZY

Chief Keef sent out a department wide email about alleged daily leaks at LRPD.




Apparently this has Chief Keef so upset he had some difficulty composing the message. 

Or maybe he is just sloppy writer.

We found it laughable that he states "Our department has an[sic] will always follow the State of Arkansas FOIA laws", especially since we had to sue them twice last year to force them to comply with the Arkansas Freedom of Information Act.

Chief Keef has a severe problem with credibility.

His proclamation that he will make Little Rock the safest city in the state of Arkansas and in the United States is noting shorty of delusional. 

Since he was hired, we have had numerous FOI requests ignored and not answered within the statutory time frame.  Failure to provide a response is considered a denial under the AFOIA.

Here is a recent case in point that we posted on Facebook.

We sent a simple request Cheif Keef and his minions for copies of their current General Order, Rules and Regulations and Departmental Operating Procedures for any unit of LRPD.





They failed to provide the requested records withing the time constraints of the AFOIA nor did they ask for an extension of time to provide the requested records. 

As we point out in our FOI requests to them, a citizen of the State of Arkansas can makle a FOI request to LRPD 9or any other police department) at any time of any day, and that is when the FOI clock starts ticking. 

Here is why that is a fact:


As adjudicated in Hengel v. City of Pine Bluff, 821 S.W.2d 761 (1991) 307 Ark. 457, The Arkansas FOIA provides that public records are to be open to inspection "during regular business hours of the custodian of the records." The Pine Bluff Police Department operates twenty-four hours a day, seven days a week. When the nature of an agency of the public of necessity operates twenty-four hours a day, it follows in the absence of some showing to the contrary that those are its "regular business hours." That being so, its records must be available for reasonable inspection at all times during those hours of operation.


LRPD did responded, late, and instead of sending the requested records in electronic form (pdf) to us by email they said this:


That's right, they flat out fucking (this word scares city employees and elected officials) refused to provide the records in the form we requested and send them to us by email.

We pointed that out to them.



No response was received to our friendly reminder so we sent a stern reminder then following day.



And we attached a page from treatise on the Arkansas Freedom of Information Act to back us up.




We made a phone call to Carpenter and said he would call them and get back.

A few minutes later he called and asked what was wrong with picking up the DVD?

We pointed out to him that we specifically requested that the records be provided to us in an electronic format and emailed.

As a result, Carpenter sent LRPD this email.




Next Carpenter responded to an earlier email of ours.



We replied to his email.




Still no email with the requested files from LRPD.

We sent and email with the old versions of the requested records we obtained from LRPD over a year ago to show how easily they could comply with our request.


Nothing more transpired until this afternoon, a few minutes before we were going to electronically file an appeal of denial of right under the AFOIA on their failure to comply;y with our lawful request when we receive a shitload of emails.


That's right, they fucking folded.

If Feckless Frank and Chief Keef really believed in transparency they would not act in this manner.

BTW we sent Chief Keef an FOI request about his alleged leaks.




 
Looks like it was received - tick, tick goes the clock.

It appears that there are no records or documents to back up Chief Keef's allegations about leaks.

 

 




Chief Keef and LRPD has a serious problem with credibility. 

They told feckless mayor Scott he needed armed bodyguards and could not produce one records that indicate there had been any made against him.

Now this.

Arkansas State Police Troopers fired for illicit sexual relationship

  Two Arkansas State Police Troopers were fired on April 5, 2024 after administrative investigations were conducted into accusations that they were romantically involved. Sgt. ASP Trooper Lincoln Smith fired for admitted criminal activity

The Arkansas State Police has confirmed that Trooper Lincoln Smith from Troop E (based in Pine Bluff) was fired on April 11th for illegal conduct.    False reports of his arrest went viral on social media.   As the ASP criminal investigation is on-going, they will not release any further details of his criminal actions.   As the termination letter states, Smith admitted to criminal conduct and was immediately fired.  Smith was hired by the ASP on October 2023. Smith was employed by the Arkansas Game and Fish Commission as a Game Warden prior to his hiring by the ASP.   Records obtained from CLEST do not indicate that the ASP requested decertification.     Jacksonville 911 was contacted about Smith and they advised he last worked for them in 2022.   At the time of publication, Smith's Facebook page is still open and up.    Stay tuned for updates.
