RUMORS CIRCULATING THAT ABC ENFORCEMENT DIRECTOR IS SET TO RESIGN POSITION FOLLOWING RESIGNATION OF THE DEPARTMENT OF VETERAN AFFAIRS DIRECTOR

Last week Matt Snead, the Arkansas Department of Veterans Affairs ("ADVA"), Director tendered his resignation, citing improvements within the agency and his need for a break.

This has sparked rumors of another pending resignation, that of tainted ABC Enforcement Director Boyce Hamlet.

Hamlet has issues with credibility and honesty and hold no current law enforcement certification in Arkansas.

There have been questions about his qualifications for such a position and as the ABC is going to be deeply involved in the licensing and enforcement of  Medical Marijuana dispensaries and how his questionable past effects the perception and ability of ABC Enforcement to function in that role.

We understand that an individual with extensive law enforcement and management experience has been approached for interest in the position of ABC Enforcement Director.   

And just like Hamlet, Snead has something he was trying to hide and failed.

Snead had been involved in relationships with females employed in his agency.

Rumors were circulating within the ADVA about Snead's relationship with personnel director Sara Terry. That personal relationship began in October 2016, Snead told the Arkansas Democrat-Gazette. He said he and his wife separated over the summer, and their divorce proceedings are ongoing.

Two ADVA employees,  John Dugan and Hope Summers, requested an independent investigation into Snead's relationships with "subordinate females" in a letter sent to Governor Hutchinson on February 7, 2017. The letter, which was obtained by the Arkansas Democrat-Gazette, said the agency had become dysfunctional, and employees were daily discussing allegations of misconduct by Snead.

"The morale of the employees is low and there is a lack of trust between key leadership members," the letter states.

"There is a climate of fear within the agency at this time as employees are afraid of retaliation if they speak out or file any type of complaint," it says.

That is what is said to be the case at the ABC as well, employees are fearful of complaining about anything because Hamlet will force them to resign.

Terry was one of two headquarters employees who received a promotion and pay raise in July when the agency restructured, according to records obtained under a Freedom of Information Act request. Terry and Snead said the promotion occurred before their relationship began.

In a Saturday phone interview with the Arkansas Democrat-Gazette, Terry said she never received any favoritism because of her relationship with the agency director.



Perhaps Governor Hutchinson will appoint Hamlet to the Parole Board as he has a Facebook page about Arkansas Community Correction ("ACC") and issues with individuals on probation.  Hamlet once worked for only ACC by hiding  his employment with and firing from the Arkansas State Police due to his cheating on a test and then lying multiple time to investigators.

ASP Trooper Lincoln Smith fired for admitted criminal activity

The Arkansas State Police has confirmed that Trooper Lincoln Smith from Troop E (based in Pine Bluff) was fired on April 11th for illegal conduct.    False reports of his arrest went viral on social media.   As the ASP criminal investigation is on-going, they will not release any further details of his criminal actions.   As the termination letter states, Smith admitted to criminal conduct and was immediately fired.  Smith was hired by the ASP on October 2023. Smith was employed by the Arkansas Game and Fish Commission as a Game Warden prior to his hiring by the ASP.   Records obtained from CLEST do not indicate that the ASP requested decertification.     Jacksonville 911 was contacted about Smith and they advised he last worked for them in 2022.   At the time of publication, Smith's Facebook page is still open and up.    Stay tuned for updates.
