Records obtained from Cody Hiland as a result of a  Freedom of  Information lawsuit, indicate that Hiland improperly co-mingled funds received from two Federal Agencies and used those funds for prohibited purposes.

There are also questions similar concerns involving funds Hiland obtained from the Arkansas State Police Special Asset Forfeiture Fund.

In response to inquiries we made to the US Department of Justice, Bryan BokinEquitable Sharing Program Manager with the DOJ, asked us to send him the checking account documents we obtained from Hiland in the FOI lawsuit.

Guidelines for funds received from the Department of Justice, Equitable Sharing program specifically states that funds from the Department of Justice ("DOJ") and other agencies must be separately maintained.

However, Hiland uses one account at Centennial Bank (#055162358) for both the DOJ Equitable Sharing and the Department of the Treasury Equitable Sharing program funds.

This is a major program violation.

Another huge problem for Hiland are unsanctioned "loans" from the commingled funds for prohibited purposes.

The agreement that Hiland signed with the DOJ addressed the fact that funds could not be used for loans, payroll or Organized Crime Drug Enforcement Task Forces ("OCDETF") overtime.  These are a few examples of these violations and there are many more.
Hiland also used these funds for mysterious shortages and overages.

This check was to New Tech Well Services for transportation of suspects. Unbelievable.

 Here's one for some BBQ.

This one was used to pay a credit card bill.  The DOJ will want to have a look at the bill to make sure that program guidelines were followed.

It also appears that Hiland improperly used the Federal funds to pay retirement benefits and overtime to the Arkansas Public Employees Retirement System ("APERS") for Johnny Sowell, who along with Hiland signed agreements with the DOJ.

Sowell, a former Van Buren County Deputy Sheriff, and current Mayor of Shirley, AR, heads up the 20th Judicial District Drug Task Force.

We have submitted a Freedom of Information request to Hiland for copies of checks and monthly statements for the checking account in which funds from the Arkansas State Police Special Asset Forfeiture Fund are deposited.

Seeing as how Hiland had to be taken to court to get the documents for the Federal Equitable Sharing account, we expect to have to file another lawsuit to obtain the documents for the ASP fund as well.

Hiland used very little of the fund to go to law enforcement agencies in his district to purchase equipment.  He did write a check to the Department of Finance and Administration/Alcoholic Beverage Control so that his former employee, tainted ABC Enforcement Director Boyce Hamlet could purchase his agents bullet resistant vests.
This was an inappropriate, but legal, use of these funds in that the ABC had access to over $200,000.00 that could have been used to purchase the vests.

The vests were a questionable purchase by the ABC in that the Enforcement Agents deal basically with compliance matters and send kids into bars and stores to try and buy booze, while they sit in a car outside.  The kids are not wearing vests.  How dangerous can it be?  No ABC agent has been shot or killed while working.  One was killed in his home back in 1976, but that had nothing to do with him being an ABC employee (click here for details, the information is near the end of the post).
There are rumors  that Hiland may be appointed as president of UCA, even though he has no degree in education nor does he have any experience in any type of educational institution administration.
UCA unfortunately has a history of corrupt leadership, so Hiland who seems to have that corruption thing in common, might end up there if Governor Hutchinson has his way.

Bryant High School teacher accused of sexual misconduct with a student

The Bryant Police Department confirms an on-going investigation of a now former Bryant teacher, Heather Danielle (Hall) Hare. Hare (age 32) has been accused of sexual contact with a student.  Hare was featured on ABC Good Morning America in May 2020 when a course she taught was discontinued during the pandemic. At this point no details of the alleged illegal conduct have been released. Earlier today the school district posted this on a Bryant Schools Facebook page. According to on-line school board records, Hare submitted her resignation effective April 1, 2023.     Hare is married and is a resident of Conway, AR. KATV featured the Hare family in another story on October 31, 2022. Stay tuned for updates. KTHV featured Hare's daughter in several newscasts . ### ***UPDATE 04/06/23*** Bryant PD provided us with their initial report dated March 31, 2023. ***UPDATE 04/07/23*** Sources report that the Bryant High School football player involved in an "entanglement"

Three LRPD cops "relieved of duty" over incident at Club Trois

Sources at LRPD have confirmed a tip we received that three LRPD cops, Brad Stewart, Lee Pitts and Justin Sims have been "relieved of duty" in connection with an incident at Club Trois. The story we were told is that Stewart was working off-duty at Club Trois and dealt with an inebriated female club patron by soaking her with pepper spray.  LRPD General Order  ("G.O.") 303 requires that a cop that uses physical force, non-lethal control and compliance devices, on or off-duty, follow certain procedures. Use of pepper spray is a Level 4 event. Here are the specific procedures. LRPD sources tell us that they are trained to call MEMS after they use pepper spray or a taser on an individual. They are to file an incident report and they file an officer's report or letter form (5600-2) with their immediate supervisor for each use of force incident. Here's an example of an officer letter form.   Not a single procedure was followed in this incident. And to make matter

Pulaski County Department headed by State Senator Fred Love is in trouble.

By Russ Racop On July 31st we broke the story that there was an internal investigation afoot at the Pulaski County office of Community Services.   A recipient of Section 8 HVC vouchers contacted us on that same day for assistance and we began our investigation.   Her landlord contacted her and told her she had three days to get out of her apartment because she had fraudulently obtained assistance.    The landlord had been contacted by Love's staff before she had. She didn't understand what was going on because she just moved into the apartment and had been vetted and approved for assistance by Love's department. It's not the first time someone has reached out to us about Fred Love and that county department.  Love also serves in the state legislature as a Senator. We have received allegations and some records about sexual and workplace harassment, malfeasance and misuse of county resources involving Love. We immediately called the number listed on that rent payment noti
