DEPARTMENT OF CORRECTIONS PLACE INMATE IN WHITE COUNTY JAIL FOR GOOD BEHAVIOR - JAILERS REWARD HIM WITH SEX



 
The Arkansas Department of Corrections placed inmate Kevin Domerese in the White County jail under their Act 309 program back in 2015.


And two female jailers rewarded Domerese with sex and cell phones, complete with nude photos of themselves, for his "good behavior".

That got them charged this week with Sexual Assault in the 3rd degree, a Class C Felony, and the ADC prisoner moved back to a ADC facility.

According to documents filed in the criminal cases against the pair of now former jailers, Jacobs began a sexual relationship with Domerese in October 2015 and it continued through January 2016. Viger began her sexual relationship with him in March 2016 and it continued through May 2016.

The pair had given Domerese cell phones and they sent him nude photos of themselves. The cell phones were discovered in June and the Arkansas State Police began an investigation which led to the charges.

The court records indicate that the pair indicated that they had sex (separately) with Domerese in the Sheriff's office, courtrooms, a bathroom and in the woods near the jail.  It is not clear if the pair knew about each others involvement with Domerese.
 
Phillip Miller, Chief Deputy for the White County Sheriff's Office told reporters that, "the camera's cover a lot of areas but the don't cover all areas."

Miller also stated that as jailers, the pair "know where those black spots are", referring to areas that are outside of camera coverage.


  
Plea and arraignment hearings for the pair have been set for September 6th.  

Deputy Miller would not comment if the hearing would be held in a courtroom where sexual activity occurred.

Three LRPD cops "relieved of duty" over incident at Club Trois

Sources at LRPD have confirmed a tip we received that three LRPD cops, Brad Stewart, Lee Pitts and Justin Sims have been "relieved of duty" in connection with an incident at Club Trois. The story we were told is that Stewart was working off-duty at Club Trois and dealt with an inebriated female club patron by soaking her with pepper spray.  LRPD General Order  ("G.O.") 303 requires that a cop that uses physical force, non-lethal control and compliance devices, on or off-duty, follow certain procedures. Use of pepper spray is a Level 4 event. Here are the specific procedures. LRPD sources tell us that they are trained to call MEMS after they use pepper spray or a taser on an individual. They are to file an incident report and they file an officer's report or letter form (5600-2) with their immediate supervisor for each use of force incident. Pulaski County Department headed by State Senator Fred Love is in trouble.

By Russ Racop On July 31st we broke the story that there was an internal investigation afoot at the Pulaski County office of Community Services.   A recipient of Section 8 HVC vouchers contacted us on that same day for assistance and we began our investigation.   Her landlord contacted her and told her she had three days to get out of her apartment because she had fraudulently obtained assistance.    The landlord had been contacted by Love's staff before she had. She didn't understand what was going on because she just moved into the apartment and had been vetted and approved for assistance by Love's department.
