The Little Rock Police Department has been subject of corruption investigations by federal law enforcement agencies over the years with little to no change in their crooked operations.
LRPD's corruption streams from the top down throughout the ranks*:
⬥ In 1988, LRPD police chief Jess. F. "Doc" Hale was arrested after stealing funds from a drug store cash register. After being suspended, he committed suicide.
⬥ In the 1990's the safe city of Little Rock became one of the most violent cities in the United States. HBO produced a documentary about the gang violence that had taken over the city. White LRPD cops headed the white flight movement out of the city citing crimes and schools as a reason to relocate.
⬥ In 2010, LRPD cops murdered the father of two black LRPD officers. The city settled a wrongful death lawsuit filed by the man's family in 2016 for $900,000 (the apartment complex that hired the cops to do off duty work at the complex paid $500,000). One of the son's of the murdered man in now an assistant police chief and doing little to prevent his officers from doing what his coworkers did to his father.
⬥ In 2013, LRPD cop Mark Anthony Jones was sentenced to 8 years in federal prison for his involvement in drug trafficking. In connection with that case, LRPD cop Randall Tremayn Robinson (Jones half brother) was sentenced to 1 month of incarceration for distributing marijuana and lying to the FBI.
⬥ In 2014, our Ean Lee Bordeaux, publisher of Corruption Sucks Blog, was targeted by the klannish Little Rock Fraternal Order of Police and Bordeaux and his family were victims of arson and assassination attempts by LRPD cop Todd "Creepy" Payne. Creepy Todd died of natural causes after being caught and chased by Bordeaux after a failed attempt to set Bordeaux's home on fire.
*this is not a comprehensive list of all LRPD corruption, just a few examples pulled out of thousands.
For most of it's history LRPD was clearly discriminatory towards its black police officers, but under the Scott Administration, the LRPD was an equal opportunity discriminator:
⬥ In 2020, the city of Little Rock settled a federal racial and age discrimination lawsuit for $200,000 with four black police officers. At the time the lawsuit was filed Little Rock had a black mayor (Frank Scott, Jr) and black police chief (Keith Humphrey).
⬥ In 2026, the city of Little Rock settled a racial discrimination lawsuit filed in 2021 by a group of white police officers for $450,000. The lawsuit alleged that then-Police Chief Keith Humphrey treated white officers differently than their
black colleagues and deprived them of desirable assignments.Humphrey retired from the Department in 2022 during an internal investigation over a New Years Eve incident where he shot at citizens without warning; the City settled two other lawsuits against Humphrey in 2024.
Corruption at the Little Rock Police Department has risen to new heights under the Scott Administration.
The city Board of Directors do not appear to be concerned and refuse to take action to attack the corruption. In fact they help cover it up and protect corrupt cops by signing agreements with the Little Rock Fraternal Order of Police that makes it almost impossible to fire corrupt cops.
The Little Rock Police Department reluctantly provided us a list (Liars List) of their cops that had been documented to have issues with honesty and credibility. These individuals are known as Brady Cops. Usually, law enforcement agencies fire and recommend decertification for lying cops like this, but not LRPD.
The cops on this list cannot be used to testify in court due to their documented lack of credibility. They should not be on the public payroll for that same reason.
This list has grown larger since 2019 and we will have an updated list in an upcoming story.
Which brings us back to Lt. James "Eraser" Sloan.
Back in 2020, LRPD cop David Mattox claimed that he was terminated by the Police Chief Humphrey based on findings of untruthfulness and unauthorized investigation.
The investigation involved a man accused of exposing himself to women in Little Rock, and Mattox's wife was one of the victims. Mattox's wife was a victim of the suspect exposing himself and masturbating two times and the last time he followed her to her home!
According to the department, Mattox took part in the investigation, helping with searches and the suspect's arrest, even though policy prohibits officers from participating in cases that involve family members.
Mattox provided the possible license plate number of the suspect's vehicle to the officer assigned to the case. About a month later, Mattox found out that nothing had been done and went to a lieutenant in Major Crimes to complain about that officer and his supervisor Sgt. Brittany Gunn ( a henchman of LRPD Chief Humphrey). That lieutenant and other officer from Major Crimes went to the suspect home, saw the vehicle (it had a specific, unique sticker on it) and within two hours the suspect was identified and arrested while Sgt. Gunn and her officer did nothing for a month.
Chief Humphrey claimed the lieutenant and others, including Mattox, targeted the suspect because he was "an illegal alien" when he was positively identified by victim witnesses that he had exposed himself to while he masturbated. Being illegally in the country was the least of concern these officers had with that suspect.
After his termination, Mattox appealed his firing to the Little Rock Civil Service Commission.
During that hearing, LRPD cop Lt. James Sloan gave sworn testimony. Sloan's testimony was damaging to the Scott Administration, LRPD and himself.
Sloan admitted to tampering with a public record (erasing/destroying audio recordings of internal affairs interviews) which is a Class D Felony.
Sloan was also caught lying during cross examination in that hearing. Sloan testified he had been in an interview when official records did not have him listed.
Sloan, instead of admitting he lied and committed perjury, claimed he was "guesstimating" or testilying.

Sloan is currently over the LRPD FOI Unit. LRPD has been taken to court over denied FOI requests more times during the Scott Administration than any other administration since the Arkansas Freedom of Information Act was made law in 1967.
The civil service commission overturned Mattox's termination and he was given a 30-day suspension, but he chose to leave the department anyway. Smart choice.
Mattox was once of the plaintiff's in the lawsuit that the city settled for $450,000 earlier this year.
Brady Cops at LRPD like Sloan and the other cops on their liar's list have no place at any law enforcement organization and do not need to be on the payroll at LRPD.

Hopefully Little Rock Vice Mayor, BJ "Brenda" Wyrick will address police corruption of the Scott Administration and make that a focus of her campaign for LR Mayor this year.
